Summary You will serve as a HUMAN RESOURCES SPECIALIST (CLASSIFICATION) in the Business and Strategic Planning Office (C1200), Business Operations Division (C1220) of NORFOLK NAVAL SHIPYARD. Responsibilities You will prepare and/or review position and job descriptions, conduct desk audits, write reports of findings, provide classification training and prepare evaluations as required by authority. You will locate, interpret, analyze and apply Position Classification Standards and Guides. You will resolve conflicts, analyze and anticipate potential problems and recommend preventive actions. You will develop, modify, conduct and/or oversee the presentation of formal training in classification, position management and desk audits. You will prepare documentation for classification appeals and other inquiries. You will provide guidance and instruction to managers and junior specialists unfamiliar with complex classification issues (mixed positions, cross series comparison, etc.). Requirements Conditions of Employment Qualifications GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying a wide range of classification and position management theories, concepts, practices, laws, policies, rules, regulations, precedents and procedures required to perform a variety of assignments Experience researching and applying findings to provide solutions to a wide range of HR management functions. Experience preparing and/or reviewing position and job descriptions, conducting desk audits, writing reports of findings, providing classification training and preparing evaluations as required by authority GS-07 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience researching and presenting findings in the functional area of classification and skills in written and verbal communication. Experience developing functional training and preparing policy and/or written instruction as required. Experience interpreting regulations, applying new methods to resolve controversial issues and problems.
