Summary This position serves as a Healthcare Project Manager for complex health systems projects as a part of the Activation Program a the Robley Rex VA Health Care System in Louisville, KY. The Activation Program includes the development, planning, coordination, and activation of major construction and lease projects. The incumbent is responsible for the overall project management, which may involve producing complex analyses and written reports; organizing special committees, workshops, etc. Responsibilities Major duties include, but are not limited to: Provides support on all management activities related to complex activation projects for health care systems and processes. Plans, organizes, directs, evaluates, and manages processes for the Medical Center's activation project efforts. Sets qualitative and quantitative standards. Develops and provides the Medical Center executive leadership and the clinical staff information on methods, techniques, and procedures necessary to integrate these projects in the mission of the Medical Center. Coordinates with VA Public Affairs to develop responses to press inquiries and press releases. Provides for the budgeting and financial management for assigned projects. Serves as a project manager for additional projects that may involve leases, activations, services, relocations, systems, equipment, and furnishings. Provides budget formulation, justification, and execution; financial management; and financial reporting. Identifies and leads the development and implementation of program/project management tools, concepts, and analysis techniques. Formulates, advises, and coordinates Integrated Project Teams (IPTs), committees, and workgroups comprised of clinical and non-clinical specialties from all Services and other programs within the Medical Center. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Expertise in healthcare program management. Experience in managing complex healthcare facility projects, including activation, deactivation, construction, leases, and system or equipment implementations. Experience applying advanced project management methodologies (such as Work Breakdown Structure, Risk Management, Earned Value Management, Integrated Master Scheduling, and stakeholder engagement) within a healthcare, hospital, or large system environment. Preferred experience in regulatory compliance (TJC, OSHA, NFPA, etc.), contract management as Contracting Officer's Representative (COR), and financial oversight for multimillion-dollar projects. Ability to lead multidisciplinary project teams, develop and implement policies or procedures related to project delivery in a healthcare @context, and coordinate with internal executive leaders and a variety of external partners. D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
