DUTIES AND RESPONSIBILITIES (FIELD STAFF) The below listed duties and responsibilities are typical but not comprehensive. Other similar duties and responsibilities are as required and as directed. Duties and responsibilities of lower grade employees in the same career track are assumed by the incumbent when subordinate personnel are not available. Directly fulfill or ensure that subordinate personnel fulfill duties 1 through 6; directly fulfill duties 7 through 11 as follows: 1. Inspect construction operations to ensure that work activities conform to all applicable provisions, specifications, other contract documents, required approved submittals, and accepted good construction practice. Utilize survey equipment, other measuring tools, carpenter's or smart levels, etc. to confirm construction is to required dimensions, line, and grade and to quantify accepted work. Utilize plans, preliminary calculations, weight slips, etc. to confirm accuracy of measured and calculated quantities. Document Contractor's labor, equipment, and work performed. 2. Sample, test, and obtain all required documents for materials incorporated into construction projects such as gravel, brick, stone, reinforcement bar, bolt assembly components, and bitumen. Properly obtain material samples of the required quantity as per the Department Materials Manual. Develop a random sampling form per SOP OA-4 for each acceptance sample and maintain a random sampling record. Complete, collect, and upload all required forms and documentation per RMS 360 in a timely manner. Deliver all acceptance samples and associated RMS testing forms to the District Materials Laboratory in a timely manner. Field test Portland cement concrete as per American Concrete Institute (ACI) procedures. Perform rotational capacity tests and installation tests on high-strength bolts per AASHTO/FHWA guidelines. 3. Monitor compliance with traffic management plans and required utilization of workforce personal protective equipment (PPE). Document the use of Detail Police or Roadway Flaggers. Review police bills against project records and Department policy and approve or reject portions of bills appropriately. Ensure approved or standard traffic management plans are being implemented in construction zones and appropriate notifications are being made via Roadway Work Notification Forms, Traffic Impact Spreadsheets, and verbal notifications to HOC for lane takings. Accurately complete safety checklists on daily Field Inspection Reports and document Traffic Management Plan set-ups and traffic conditions. 4. Ensure Contractor is maintaining good jobsite housekeeping. Ensure jobsite is in compliance with all requirements in the Conservation Commission(s) Order of Conditions, Army Corps of Engineers Permit conditions, and/or Water Quality Certificate conditions as applicable. Accurately complete Environmental Activities checklists on daily Field Inspection Reports and accurately complete and submit Environmental Inspection Checklists or Storm Water Pollution Prevention Plan (SWPPP) Inspection Checklists at required intervals. Inform supervisor of any environmental permitting concerns or violations in a timely manner. 5. Maintain electronic or hard copy contract records as applicable for the project. Keep records up-to-date and prepared in accordance with current standard operating procedures. Upload electronic documents to internet-based collaborative platforms, if applicable, in a timely manner and per contract requirements. Prepare interim and final Contractor evaluations when required and per guidelines. Prepare Engineer's Report of Change forms (CSD-683), calculation worksheets, "as-built" sketches, and finals documentation accurately and in a timely manner. Ensure all other required documentation is prepared in accordance with applicable Standard Operating Procedures, guidelines, or accepted formats. Ensure hard copy contract documents are properly filed and secured. Assist District Schedule Engineer with review of contractors' Critical Path Method (CPM) construction schedules, verify actual dates, and provide information to Schedule Reviewer as requested. Review, provide comments, and submit Contractor's short-term schedule to Area Engineer per required intervals. 6. Make prompt payments via Contract Quantity Estimates (CQE) for satisfactory work completed. Ensure CQE schedules are adhered to and that CQE forms are submitted to the District Construction Office per the District schedule as contract activities allow. Generate commodity period price adjustments adhering to the monthly update schedule. Generate contract spending projections per District guidelines and report information in standard format with monthly breakdowns for current and future fiscal years. Ensure Balance & Excess Report (B&E) Contract Quantity Estimates are processed when required and otherwise when appropriate. Ensure holdback percentages on individual items conform to Standard Specifications, Directives, or guidelines and that Deficiency Reports are prepared and submitted as needed for work requiring corrective action. 7. Inform Area Engineer in a timely manner of significant contract developments, changes, problems, and issues via conversation, interoffice memorandum, e-mail, etc. Inform Area Engineer when project or fiscal year funding may need to be increased with adequate time for adjustments to be made. Inform Area Engineer when contract developments are likely to lead to an extension of time or contract work being completed late. 8. Notify the District Finals Engineer when an active contract reaches Contractor Field Completion. Subsequently submit all forms, evaluations, certificates, and estimates included in the finals package and forward all project records to the District Finals Engineer in a timely manner. 9. Review employee mileage submittals. Check subordinate employees' mileage reimbursement forms for completeness. Confirm that "on-the-job" mileage amounts are appropriate for work assigned to the employee. 10. Review subordinate employee performance through implementation of the Employee Performance Review System (EPRS). 11. Adapt to procedural changes, expand skill sets, and maintain certifications by making a reasonable effort to successfully master new information provided via on-site training, in-house training classes, online training classes, and professional certification and recertification courses. Assist the DME with Materials documentation including generate RMS 360, review materials documentation on SharePoint, review and approve COS and QCML verification forms, generate routine material review for outstanding documentation, and assist in project closeout culminating in Materials Certification.Assist the DME with training materials for field staff on all aspects of Materials. Assist the DME in developing a comprehensive Cement Concrete sidewalk oversight program including field visits, Quality Control documentation review. Review and comment on non-HMA QC plans including but not limited to Cement Concrete Sidewalk, Waterproofing Membrane, Aphanitic Plug Joint, and High Friction Surface. Assist the DME with Cement Concrete testing and curing audit at field offices. Assist the DME with reviewing plans, specification, and estimates in the design phase with regards to Material specifications. Oversee laboratory equipment inventory log, maintenance log, and calibration log. Delegate laboratory equipment calibration following AASHTO specifications for method and schedule. Use density gauges to test in-place density testing of HMA, soils, and aggregates. Set up, breakdown, and clean up the concrete practical test areas to assist with District's concrete testing instruction and ACI Field Technician certification testing. Assist District Quality Engineer as directed. Assist District Lab Supervisor with material testing as directed. Adapt to procedural changes, expand skill sets, and maintain certifications by making a reasonable effort to successfully master new information provided via on-site training, in-house training classes, on-line training classes, and professional certification and re-certification courses. This position is eligible for a five-thousand dollar ($5,000) signing bonus ("Signing Bonus") if you are newly hired at MassDOT. Current MassDOT employees are not eligible for the Signing Bonus.
