We are looking for a CBMS/PEAK User Experience (UX) Research Analyst to join our Colorado Benefits Eligibility and Enrollment Systems (CoBEES) team!
The Colorado Benefits Eligibility and Enrollment Systems (CoBEES) team is responsible for the technology systems used by multiple state programs to administer benefits, serving over 1,200,000 individuals residing in Colorado. TheColorado Benefits Management System (CBMS)is the state's integrated eligibility system used to determine eligibility for various public assistance programs. CBMS is used by County caseworkers to adjudicate first time and renewal applications for programs that include but are not limited to, Medicaid, SNAP, TANF, Adult Financial, and CHPs+. As the self-service portal for the public, theProgram Eligibility Application Kit, (PEAK)delivers end user data to the CBMS eligibility system. In addition, PEAK provides data input for nine other benefits programs for local governments, Office of Information Technology (OIT), Healthcare Policy and Finance (HCPF), and Colorado Department of Human Services (CDHS) agencies. As a team member of the Colorado Benefits Eligibility and Enrollment Systems (CoBEES), this position has a focus on systems such as CBMS and PEAK that are part of the CoBEES portfolio.
We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from hybrid to full-time in the office. Specific discussions about the schedule will be discussed during the offer stage.
Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.

WHAT YOU'LL BE DOING AS CBMS/PEAK UX RESEARCH ANALYST:
Own the customer/user research process from end-to-end including the ideation, development and execution of interviews and collating data.
Leveraging a human-centered design process to deliver an easy-to-use user interface and user experience.
Work with stakeholders to identity requirements.
Researching customers, competitors, and products, designing for accessibility standards.
Developing personas, scenarios, and user stories Research and develop user profiles.
Sketching, prototyping, and user testing, before passing the design onto the development contractor.
Understanding and enacting qualitative research methods.
Ensuring products are tested with customers and validated against business goals, Federal and State eligibility and enrollment guidance.
Work on interviews, workshops, surveys, focus groups and end-to-end proto@type testing.
Be the voice of the user within the product team to ensure that the product feature releases are aligned with your research as well as internal company goals.
Develop and own a UX research roadmap for continuous improvements.
Effectively communicate your findings to different audiences, including Member/Client experience governance committees, CoBEES leaders, internal and external stakeholders, and leadership within OIT, HCPF, JAI, CDHS, and counties.
Staff authority giving direction to HCPC, CoBEES, JAI, CDHS, OIT, and county leadership regarding self-service portal end user experiences, needs, enhancements, and strategies.
Direct strategic guidance and support for user experience research for PEAK team.
Other duties as assigned.

MINIMUM QUALIFICATIONS:
There are two ways to qualify for this position:
Option 1:
Experience Only:
Seven (7) years of professional experience in leading holistic customer/user experiences for digital products, user experience design, user experience research, digital product research visualization, or an occupational field closely related to the work assigned .
Option 2:
Education and Experience:
A bachelors degree from an accredited institution in information science, computer science, social services, psychology or cognitive sciences , or a field of study closely related to the work assignment and three (3) years of professional experience in leading holistic customer/user experiences for digital products, user experience design, user experience research, digital product research visualization , or an occupational field closely related to the work assigned.
Appropriate education will substitute for the required experience on a year-for-year basis.Relevant educationwill be calculated as the following:
An associate will count as two years of experience.
A bachelors will count as four years of experience.
A masters degree will count for six years of experience.
A doctorate or juris doctorate degree will count for seven years of experience.

PREFERRED QUALIFICATIONS
Prior state experience related to the duties of this position.
Bachelor's degree from an accredited institution in information science, computer science, social services, psychology or cognitive sciences .
Advanced proficiency with design and prototyping tools, preferably Figma.
Certification in UX design and research.

CONDITIONS OF EMPLOYMENT:
All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
