Role Overview:
This position plays a key role in advancing INDOT's modernization efforts by improving digital workflows, strengthening data exchanges, and enhancing project delivery processes across the Agency. The role provides essential analytical support and cross-divisional coordination to streamline operations, reduce redundancies, and accelerate project timelines. Serving as a connector between technical engineering functions and operational strategy, this position helps ensure INDOT's infrastructure projects are supported by efficient, reliable, and future-focused systems. Candidates will directly contribute to statewide transportation outcomes by enabling smarter processes, better resource utilization, and higher-quality service delivery.

This position is with INDOT's Central Office location.
Salary:

A Day in the Life:
The essential functions of this role are as follows:
Analyzes business processes, business rules, methods of data acquisition, and data application for advancement of business practices and operational performance enhancement
Collects, organizes and analyzes project development data streams including milestone development dates, consultant performance metrics, and professional services cost data to enable efficient and effective data sharing with all stakeholders;
Analyze performance measures of design consultants through non-routine reporting from Bentley Infrastructure Cloud and SPMS to inform senior staff in process performance and performance management
Utilizes Bentley Infrastructure Cloud, ProjectWise, SPMS and other data software to fully support project development workflows and process management
Coordinates and facilitates access to data management tools with internal and external customers
Works with subject matter experts to coordinate responses to customer inquiries regarding design review and ;
Works with senior staff to provide training to internal and external customers on an as needed basis as new data management tools and created and implemented

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

Ability to understand and comprehend both written and verbal instructions dealing with technical and abstract theories.
Ability to determine proper research methods to use, collect appropriate data and draw conclusions.
Advanced knowledge of the agency mission and administrative policies.
Advanced knowledge of computer and software programs and the ability to utilize these skills
Ability to take abstract concepts and formulate physical models.
Effective communication skills.
Effective problem solving and analytical skills.
Ability to research and document findings, formulate sound recommendations, and make appropriate decisions.
Ability to effectively prioritize a variety of projects/functions.

Supervisory Responsibilities/Direct Reports:
This role may be utilized in a supervisory capacity based on agency needs.
Difficulty of Work:
The Operations Analyst follows established research methods/procedures; however, sound independent judgment is needed in collecting, organizing, and analyzing data to be used in planning projects. Duties involve the preparation of records and reports related to research projects or test results; reads, interprets, and reduces data from computers. Initiative and judgment are required in completing work assignments
Personal Work Relationships:
This individual will be expected to partner with agency personnel and related stakeholders working towards completion of assigned functions. Exceptional customer service is provided to agency partners and/or the general public.
Working Conditions:
This role performs work in a standard office environment.
