The Massachusetts Department of Public Health (DPH) is seeking an experienced and strategic leader to serve as the Rural Health Transformation Program (RHTP) Evaluation Director. Working within the Office of Health Data, Strategy, and Innovation (OHDSI), this highly visible leadership role will guide the evaluation and performance measurement strategy for a complex portfolio of initiatives that directly influence public policy, healthcare transformation, and long-term community well-being. The Evaluation Director will serve as a trusted advisor to executive leadership, healthcare partners, policymakers, and funding entities by translating complex data into meaningful insights that drive decision-making and measurable results. Most benefits are governed by the Commonwealth's "Red Book" and dental/vision benefits will be with the Group Insurance Commission. /Duties and Responsibilities (these duties are a general summary and not all inclusive):/ Lead the development, implementation, and continuous improvement of evaluation frameworks, performance measures, and reporting strategies to assess the impact, quality, accessibility, cost-effectiveness, sustainability, and outcomes of RHTP initiatives. Oversee compliance with federal and state grant requirements by managing evaluation plans, performance reporting, required documentation, timelines, risk mitigation activities, and deliverables associated with multi-year healthcare transformation initiatives. Analyze and synthesize quantitative and qualitative data to evaluate program effectiveness, identify opportunities for improvement, support evidence-based policy development, and inform strategic decision-making across EOHHS and partner organizations. Evaluate the effectiveness of innovative healthcare delivery models, including telehealth and technology-enabled services, to assess their impact on rural healthcare access, quality, and patient outcomes. Develop and maintain governance structures, operational standards, policies, procedures, charters, and collaboration frameworks that support evaluation activities, stakeholder engagement, and program accountability. Serve as a key liaison among healthcare systems, community organizations, state agencies, governance bodies, and external partners to ensure alignment of evaluation strategies, data-sharing efforts, and interoperability initiatives. Provide leadership, supervision, and professional development for evaluation staff and consultants, including workforce planning, performance management, training, communication, and resource allocation to support program objectives. Manage evaluation-related contracts, vendor relationships, scopes of work, deliverables, expenditures, and budget tracking to ensure alignment with grant requirements, program priorities, and fiscal stewardship expectations. Represent the RHTP program in leadership meetings, stakeholder forums, national workgroups, and federal engagements, including collaboration with the Centers for Medicare & Medicaid Services (CMS) and other healthcare transformation partners. Partner with health and human services agencies, public health organizations, data and policy partners, and external stakeholders to coordinate evaluation activities, advance shared priorities, and strengthen cross-agency collaboration. Assess data collection, reporting, and information management needs across programs and stakeholders, identifying opportunities to improve efficiency, enhance data integration, and support informed decision-making. Provide technical assistance, strategic guidance, subject matter expertise, and evaluation support to program leaders, rural health systems, local public health agencies, and other stakeholders while contributing to emergency response activities when required. /Preferred Qualifications:/ Demonstrated experience designing, implementing, and managing program evaluation frameworks, performance measurement systems, and outcomes-based reporting initiatives within public health, healthcare, government, or grant-funded environments. Strong understanding of evaluation methodologies, performance metrics, data analytics, and evidence-based practices used to assess program effectiveness and inform policy decisions. Ability to analyze and synthesize complex quantitative and qualitative data from multiple sources and translate findings into actionable recommendations for diverse audiences. Knowledge of federal and state grant requirements, compliance standards, reporting obligations, and performance monitoring practices associated with large-scale public sector initiatives. Experience with developing executive-level reports, presentations, dashboards, and strategic recommendations for leadership, funding entities, policymakers, and external stakeholders. Proven ability to lead multidisciplinary teams, manage competing priorities, and successfully oversee multiple projects, timelines, and deliverables within a complex organizational environment. Familiarity with healthcare data systems, health information exchange concepts, interoperability initiatives, and technology-enabled care models, including telehealth and digital health solutions. Capacity to build and maintain collaborative relationships with healthcare providers, community organizations, state agencies, academic institutions, vendors, and other key stakeholders. Understanding of rural healthcare delivery systems, population health strategies, healthcare financing, and the challenges affecting access to care in underserved communities.
