Summary This position is located in the U.S. Department of Justice (DOJ), Office of Legislative Affairs (OLA), in Washington, D.C. OLA is responsible for the presentation of the DOJ's views on legislation and legislative proposals to Congress, including congressional committees and individual Members, and explaining the Department's position on various legislative proposals and oversight matters to Congress. Responsibilities The duties and responsibilities for a GS-0301-Administrative Program Specialist-09/11 generally include, but are not limited to, the following: Serves as OLA's focal point for all human resources support activities, responsible for assisting in completing substantive program implementation activities. Coordinates with HR to draft and post vacancy announcements. Ensures OLA staff's time and attendance are validated and certified each pay period as the T&A Coordinator. Responsible for development, monitoring, and maintenance of OLA's paper and electronic filing systems in a manner that ensures that all records can be easily retrieved. Acts as the officer manager, devising and executing administrative procedures and practices. Responsible for the management and coordination of security programs and plans within OLA. The duties listed above are generally written for one grade level. If the position is advertised at multiple grades, the duties will be adjusted in difficulty, complexity, and level of supervision, for higher or lower grades, as appropriate. Requirements Conditions of Employment Qualifications To qualify for the position of Administrative Program Specialist, at GS-0301-9/11, you must meet the qualification requirements listed below. For the GS-09 Specialized Experience: For the GS-09, you must have one year of specialized experience at the GS-07 grade level or equivalent pay band in the Federal Service. Specialized experience is defined as: 1) Conducting on-boarding and/or off-boarding of new or transferring employees; and 2) Compiling documentation to initiate personnel actions and/or pre-employment security initiation process. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (NOTE: You must provide a copy of your transcripts) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. For the GS-11 Specialized Experience: For the GS-11, you must have one year of specialized experience at the GS-09 grade level or equivalent pay band in the Federal Service. Specialized experience is defined as: 1) Providing guidance to management on administrative programs and/or procedures; 2) Conducting on-boarding and/or off-boarding of new or transferring employees; and 3) Compiling documentation to initiate personnel actions and/or pre-employment security initiation process. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (NOTE: You must provide a copy of your transcripts) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
