Summary The position is located within Veterans Health Administration in West Palm Beach (WPS) VA Medical Center, FL. This position is the primary financial expert for the WPB VAMC as the Chief, of Fiscal Service who is responsible for establishing and maintaining a complex integrated system of financial staff services, which contribute to effective management control over facility operations. These services include but not limited to accounting, budgeting, collection oversight, workload/cost analysis. Responsibilities As the Chief Financial Manager (CFO) for the WPB VAMC, a complex 1 C facility serving 64,920 Veterans across a 7-county market in Southeast Florida with an annual budget of $417 million in 2012. Resources include one owned flagship hospital, 6 leases, and 6 contracted CBOCs The WBP VAMC is a complex, affiliated medical, surgical, psychiatric and long-term care facility that has 88 acute medical/surgical beds, 18 ICU/step-down beds, 25 acute mental health beds, 26 emergency medicine beds, and 120 long-term care beds. A stand-alone 60-bed domiciliary has been approved for FY14 construction and FY13 construction is approved for a stand-alone 12-bed hospice unit. The WPB VA Medical Center also operates a 15-bed Blind Rehabilitation Center which is the referral center for blind and visually impaired Veterans from throughout the state of Florida. Comprehensive outpatient healthcare is provided through primary and specialty services in the areas of medicine, surgery, mental health, geriatrics, extended care, neurology. radiation oncology, pharmacy, rehabilitation, dentistry, and nutrition. The Financial Manager has full responsibility and authority for the formulation, review, and execution of financial plans for the operation of the medical center. The CFO must be capable of establishing and administering an integrated system of financial staff services, which contribute to efficient and effective management controls over the facility's operations and require complex analysts of essential statistical data that facilitates decision making by executive leadership. The financial staff services include budget management, general ledger management, funds management (agent cashier). payment management. receipt/collection management (MCCF, Non-MCCF, and Donated GPF). payroll management, DSS, VERA, travel program, and audit. The CFO is responsible for supervision and control of financial functions and must be able to assure that financial transactions are in accordance with requirements of 0MB, the General Accounting Office, the Treasury and VHA directives and regulations. This position has high level authority and is responsible for malntaining, tracking, reconciling budgeting, accounting, vanous programs and activities; and analytical reporting of managerial financing and essential statistical data for executive leadership. Systems are in place to ensure the integrity of financial information that assists top management in the planning and decision making process while facilitating optimum use of all resources to support the mission of the VA/VHA and WPB VAMC vision and financial direction. Keeps abreast of latest techniques in management improvement and Health System operations. Capable of establishing and administering an integrated system of financial staff services, which contribute to efficient and effective management controls over the facility's operations. Provides technical and administrative supervision to the Assistant Financial Manager Budget Analysts GS 560 12, GS-560-11, GS-560-9, Internal Auditor GS-511-11, Administrative Officer GS- 341-12, Secretary GS-318-6, and Program Support Clerk GS-303-5, and administrative oversight of GS-660-13, Clinical Pharmacist. Oversees the daily operation of the fiscal service ensures that agency policies and priorities are being followed; develops position descriptions and performance standards. evaluates work performance and counsels employees whose performance is not meeting standards or is unsatisfactory. Gives advice. counsel. and instruction to employees on both work and administrative matters. Initiates disciplinary action as necessary and works with employees to resolve issues and problems affecting their ability to complete work or regarding work flow or workload issues.
