DOTD Accountant 4
The Louisiana Department of Transportation and Development (DOTD) is seeking an experiencedAccountant 4to serve as a primary financial specialist within the Office of Management and Finance, Financial Services Section, Cash Management Unit. This position plays a critical role in statewide Tolling Operations and supports the financial reporting, accounting, reconciliation, and compliance activities of the Louisiana Transportation Authority (LTA).
This position is responsible for advanced professional accounting work involving LTA annual financial statements, financial reports, accounting procedures, revenue reporting, expenditure tracking, debt and bond reporting, reconciliations, and financial data review. The selected candidate will help ensure compliance with DOTD policies and procedures, state and federal laws, Division of Administration guidelines, Generally Accepted Accounting Principles (GAAP), and applicable Governmental Accounting Standards Board (GASB) requirements.
This position is ideal for an accounting professional with experience in financial reporting, governmental accounting, reconciliations, cash management, debt reporting, audit support, or complex accounting systems.

Minimum Qualifications
Six years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in accounting plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor's degree with twenty-four semester hours in accounting plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor's degree in accounting, finance, business administration, management, economics, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus two years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Possession of a Certified Public Accountant (CPA) license plus one year of experience in accounting, auditing, financial operations, payroll, or banking.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
Compiles, reviews, analyzes, and prepares financial statements and reports for the Louisiana Transportation Authority.
Reviews and reconciles financial data related to revenues, receivables, payables, investments, bond payments, toll income, trial balances, general ledger activity, and bank statements.
Researches discrepancies, analyzes financial transactions, and recommends corrective action when needed.
Prepares and monitors reports related to long-term debt, bond maturity schedules, interest amortization, and other financial reporting requirements.
Provides technical assistance to auditors, state and federal agencies, legal representatives, financial institutions, consultants, and internal DOTD staff.
Uses accounting and reporting systems, including LaGov, QuickBooks, Kapsch Tolling System, Cherwell Tickets, and Toll Host systems, to support reporting and reconciliation activities.
Participates in internal control reviews and process improvement initiatives related to tolling system accounting and reporting.
Develops and updates Standard Operating Procedures related to accounting functions and financial reporting requirements.
Performs other duties as assigned, including emergency and disaster support activities.
Position-Specific Details:
Appointment Type: This position may be filled as a promotion or by detail to special duty and is only open to current permanent employees of DOTD.
Compensation: This position has a Special Entrance Rate (SER) of 5260.67 that is above the minimum hire rate. Additional compensation may be considered for applicants who possess extraordinary job-related qualifications or credentials in accordance with State Civil Service Rule 6.5(g) and DOTD policy. Any such consideration is subject to approval, verification, and applicable pay limitations.
