This position serves as the SWMP Finance and Data Manager and lead for an array of advanced financial, accounting, operational, analytical and technical work to ensure the institutional effectiveness of solid waste management and diversion programs. Manages financial reconciliation matters, contract management, strategic organizational effectiveness efforts, and data collection and analytical matters. In addition, the position will produce benchmarking, data analysis, operational assessments, and leadership recommendations for business operation improvements. Analyzes and evaluates field operations and technical services and develops, recommends and implements long-term and short-term improvements in operations. Supervises the work of staff responsible for providing support to operational staff by conducting a variety of studies and analyses relevant to solid waste management. Position requires operation of a motor vehicle in the performance of duties and to drive to/from construction sites, offsite meetings, training and/or conferences. Position is designated as Emergency Service Personnel. Employee in this position must fulfill emergency service duties and comply with Solid Waste and DPWES safety programs and guidelines.

Note: Solid Waste Management operates seven days a week. This position may require work on weekends and holidays. It is designated as emergency-essential, meaning the employee may be required to report during inclement weather or other emergency situations.

Analyzes and evaluates public works/environmental services field operations and technical services;
Develops, recommends and implements long-term and short-term improvements in operations;
Reviews, analyzes and evaluates the effective use of the field operations or technical services branch's resources and makes recommendations to Branch Manager to improve organizational productivity and/or levels of service;
Identifies and uses proper business metrics to form the basis of recommended organizational changes or adjustments that need to made to improve services/operations;
Collects, measures, monitors, and analyzes business operations/levels of service to ensure efficiency, effectiveness and value of services and makes recommendations for improvement;

Required Knowledge Skills and Abilities

Considerable knowledge and through understanding of relevant public works/environmental services field operation/technical services business operation/organization (e.g., wastwater treatment, air pollution control, erosion/sediment control, environmental remediation, stormwater or solid waste collection, recycling and/or disposal as well as the environmental, social, and economic issues associated with these disciplines);
Considerable knowledge of mission, goals, and objectives of public works and environmental services department;
