This position serves as a member of the Radiological Emergency Preparedness (REP) team. The team administers and coordinates readiness, planning and response activities for the Radiological Emergency Preparedness (REP) program reception centers in support of DHS and Minnesota preparedness and resiliency. The team has responsibility for the maintenance, coordination and implementation of the DHS offsite Emergency Response Plan for Nuclear Power Plants, specifically the reception centers. This position coordinates with stakeholders, serving as a reception center content expert to ensure support of local reception center activities by establishing priorities, developing goals, guidance and processes, and implementing emergency response planning and training in alignment with requirements and best practices. The position will conduct work at offsite or field locations in addition to in-office and telework. Field locations are located throughout the State and include locations in and around Wabasha, Cottage Grove, Rogers, St Cloud and Princeton. In addition, this position provides emergency preparedness and response support to DHS divisions as required or requested.
Responsibilities include, but not limited to:
Oversee the State of Minnesota's, Department of Human Services Emergency Response Plan for Nuclear Power Plants according to the objectives stated in the Minnesota Emergency Operations Plan.
Direct, coordinate and implement the Department of Human Services, Emergency Response Plan for Nuclear Power Plants responsibilities during power plant actual events or federally mandated training, drills and exercises.
Provide leadership, consultation, technical assistance and recommendations to ensure local partner capabilities are demonstrated sufficiently or improved.
Coordinate overall DHS plans to support the statewide REP program goals and priorities.
Crosstrain and act as back up to administer grant budget to assure that funds are appropriately and effectively used and to assure compliance with all applicable rules, laws and guidance.Coordinate letters of agreement with all state and local partners.
Minimum Qualifications

Three (3) years' working experience coordinating and managing emergency response and planning.
Experience must include:
Thorough knowledge and practical understanding of emergency management principles and practices that include federal and state planning requirements for crisis and emergency incidents.
The individual should have knowledge of and experience in working within crisis and disaster environments with an emphasis on crisis humanitarian-based response.
Individual should have knowledge of and experience in planning for crisis and disaster events.
Developing and delivering training that produces measurable outcomes.
Working with voluntary agencies, community-based organizations and/or varying levels of government for emergency response and planning.
Must have a valid driver's license and be able to tow a trailer with a less than truck and trailer combined weight of 26K pounds.
Operating equipment such as a pickup truck and a vehicle lift.
*Bachelor's degree in emergency management, public health, or related degree may substitute for one (1) year of experience.
**Master's degree in emergency management, public health, or related degree may substitute for two (2) years of experience.

Understanding of adult learning principles.

Certification as a MN Emergency Manager or another related certification.
Process improvement and team collaboration skills.
Use of basic hand tools and some electronic equipment.
