JOB SUMMARY
This position directs all administrative activities for the Maintenance of Equipment (MofE) department including its operational compliance & procedural functions, ensuring adherence to corporate policies and regulatory requirements. It is responsible for maintaining financial efficiency across MofE operations. The role includes preparation, oversight, and implementation of guidelines associated with the department's operating budget, as well as capital-funded initiatives. It also ensures full compliance with all Federal Railroad Administration (FRA) mandates, including drug testing programs and Qualified Maintenance Person certifications. Additionally, the position oversees the integrity and accuracy of Asset Management Systems, ensuring all maintenance events are properly documented, processed, and compliant with applicable regulations and standards.
DUTIES AND RESPONSIBILITIES
Prepare and oversee the MofE Annual Operating Budget, Operating Capital and Capital budget submissions. Monitor and control annual departmental non-payroll expenses, coordinating with internal and external senior leadership to ensure fiscal accountability. Work as liaison with the Office of the Chief Administrative Officer to assist in achieving corporate goals.
Compile and monitor statistical data to address current budget issues and develop budgetary guidelines that ensure proper accountability. Develop and monitor payroll expense information including statistical information on a weekly, monthly, or annual basis. Directs the implementation of employee availability monitoring and improvement of overall availability for the MofE Department .
Identify departmental resource needs (i.e. new capital programs, equipment procurement, rehabilitation, and modifications to rolling stock). Coordinate all departmental equipment purchasing requests and ensure these requests are submitted in Operating and Operating Capital Budgets. Coordinate and monitor nonstock requisitions and contractual services expenses to ensure budget impacts are processed for department.
Position Control - Direct and manage changes to budgeted positions within department (approximately 1,700 agreement and non-agreement positions). Direct, manage, and approve all related position update requests (PUR) to ensure alignment with budgeted staffing levels. Coordinate departmental workforce adjustments during financial planning cycles, and support the preparation and justification of proposed headcount increases. Ensure vacancy levels are monitored and maintained so hiring plans remain within approved budget limits.
Serves as the liaison for major departmental projects and enterprise-wide process changes including implementation to the Kronos payroll system to include training and establishing *Responsibilities % TIME Essential Function departmental policies and documentation. Provide necessary oversight and management of FRA-regulated functions, including mandatory drug and alcohol screening and qualified maintenance person (QMP) compliance. Represent the Mechanical Department in any MTA related initiatives as a subject matter expert, ensuring alignment, assessing operational impacts, and driving necessary policy and procedural updates.
Coordinate Field Service Report Warranty Program billing and all costs associated with preacceptance of rolling stock. Ensure all third-party expenses are billed according to contractual agreements.
Prepare policy and procedure documentation for distribution to field locations. Establish internal controls for processes managed by departmental budget group , to include payroll processing, non-payroll expenses and contractual compliance.
Coordinate Asset Management System transition to EAM - Hexagon system. Ensure the current and accurate documentation of rolling stock maintenance events. Work as a liaison to ensure all needs of the department are identified and accurately established to meet the best practices for the department in the new asset management system (AMS). Work as a liaison with IT for all MofE needs and modifications to the current legacy systems as well as establish replacement systems.

KNOWLEDGE, SKILLS AND ABILITIES
Required:
Excellent working knowledge of Finance and financial systems, including Payroll, General Ledger, Budgets, Contracts, etc.
Demonstrated ability to design various financial sub-system reports tailored to meet Mechanical Department strategic needs.
Expert Management analytical skills for unit costing, variance analysis, cost benefit analysis , statistical cost allocation.
Must have the ability to identify target areas for management action in the areas of cost reduction or operational improvements.
Must have the ability to be flexible and work effectively under pressure from within and outside the department.
E ffective leadership skills in communication, judgement, and organization planning.
Strong oral and written communication skills.
Excellent working knowledge of Microsoft Office and/or comparable applications.
Must be able to work in a high profile/high pressure environment
Strong interpersonal skills and the ability to interact with internal departments and outside agencies.
Must be able to implement and participate in Metro North's Priority One Safety Program.

REQUIRED EDUCATION AND EXPERIENCE
Bachelor's Degree in Arts/Sciences (BA/BS) in Finance, Accounting, Business, or related field. Demonstrated equivalent experience, education and/or technical credentials may be considered in lieu of degree to include an additional four (4) years of experience.
Minimum 10 years of progressive experience with financial, administrative, and operational systems in an operations or transportation environment .
Minimum 7 years managing a professional/ diverse workforce

Master's degree in Arts/Sciences (MA/MS) MBA in Accounting, Finance or related field.

Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").
Final salary is determined experience, skillset, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
