The primary purpose of this position is to deliver and support War-Winning Capabilities by providing financial management services to all personnel, programs, support missions, associates, and external customers for the AFMC. Services include financial management advisory service, financial services, budget operations, cost analysis, and resource management systems. Responsibilities Exercises supervisory personnel management responsibilities at least 25% of the time. Serves as senior accountant in support of the Financial Improvement and Audit Readiness (FIAR) initiatives with responsibility to ensure process and procedural compliance in accordance with Federal generally accepted accounting principles for AFMC and its Centers. Oversees AFMC organizational priorities and accounting activities to ensure compliance with DOD FIAR plan. Establishes and maintains effective working relationships with senior military and civilian managers, supervisors and technical staff assigned to Air Force staff, OSD, AFMC Directorates and Centers. As senior accountant, conducts technical studies and analyses of potential problems or areas of concern. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. NOTE: You must submit a copy of your transcripts. OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate @type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience in applying agency, DOD, and USAF financial and accounting systems, regulations, and analytical methods to evaluate reporting processes, conduct technical studies, and establish effective working relationships with senior military and civilian leaders across command directorates. Experience also includes serving as a senior accountant overseeing organizational priorities to ensure compliance with Federal accounting principles and the DOD FIAR plan, as well as exercising supervisory personnel management responsibilities at least 25% of the time. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Ideal Candidate: Knowledge of and experienced in all aspects of financial management involving complex, high-risk programs and in providing strategic decision support at an enterprise level with an understanding of WCF audit, data analytics and accounting processes. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of structure, programs, work methods, and systems of organizations for financial and accounting reporting. Expert knowledge of the commonly used agency financial and accounting procedures, regulations, precedents, policies, and guides. Comprehensive knowledge of Financial Improvement and Audit Readiness (FIAR) Plan. Expert knowledge of DOD and USAF financial and accounting systems. Ability to apply a variety of analytical methods and techniques to evaluate financial and accounting process. Ability to communicate orally and in writing.
