Summary The U.S. Small Business Administration (SBA), Office of Inspector General (OIG) is seeking an exceptional leader who will direct the investigative arm of the SBA OIG. This position presents an exceptional and rewarding opportunity for the incumbent to lead a dedicated and active law enforcement staff of Federal criminal investigators, focusing on the SBA OIG's critical mission - detecting and preventing waste, fraud, and abuse. Responsibilities The Assistant Inspector General (AIG) for Investigations directs and coordinates investigative activities designed to prevent and detect fraud, waste, and abuse, and to promote efficiency and economy in programs and operations of the U.S. Small Business Administration (SBA). The AIG for Investigations formulates, implements, and evaluates investigative policies, strategies, priorities, and goals for the OIG. She/he serves as a senior policy advisor to and representative of the Inspector General on criminal, civil, and administrative investigative matters. The AIG for Investigations will deliver presentations, briefings, and speeches and prepare articles on investigative techniques, enforcement problems, prevention methodologies, fraud and abuse vulnerability assessments, and other matters related to the mission of the Investigations Division. She/he will maintain personal liaison with senior officials in the SBA, the Federal law enforcement community and, as appropriate, with senior officials in state, local, and foreign law enforcement organizations. TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualification(s). TQ 1 - Demonstrated expert knowledge of professional investigative standards, principles, methodologies, and practices as applied to complex criminal, civil, and administrative investigations involving contract, loan, and/or grant fraud, public corruption, employee misconduct, ethics violations, and other white-collar crimes or regulatory violations. TQ 2 - Demonstrated executive-level experience leading, directing, and managing a comprehensive Federal criminal or administrative investigative program within an Office of Inspector General or law enforcement organization involving broad and complex issues of fraud, waste, abuse, or misconduct. Experience includes establishing investigative priorities; leveraging technology, intelligence, and data analytics to strengthen investigative operations and identify emerging risks and fraud trends; implementing modern investigative strategies and operational improvements; and enhancing organizational effectiveness, efficiency, and mission performance. TQ 3 - Demonstrated experience applying and interpreting Federal laws, regulations, policies, and investigative authorities, including but not limited to the Inspector General Act, criminal and civil statutes, Attorney General Guidelines for law enforcement, procurement integrity requirements, whistleblower protection provisions, confidentiality requirements, rules of evidence, search and seizure authorities, and applicable administrative and personnel laws. TQ 4 - Demonstrated ability to communicate effectively and work collaboratively with senior officials and stakeholders across Federal, state, local, and external organizations. Experience includes advising executive leadership, representing an organization before Congress or other oversight entities, building partnerships with law enforcement and regulatory agencies, and engaging with industry representatives, public interest groups, the media, and the public on sensitive or high-profile matters. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. MOBILITY: Organizational and geographical mobility is essential in developing and managing SES leaders and generally is a key to advancement. Therefore, the maximum age for initial appointment to the 1811 series is the date immediately preceding an individual's 37th birthday.
