This position offers a conditional hybrid work schedule which includes telework days and in-office days at the St. Paul Department of Labor and Industry (DLI) office building.
Telework options for this position are dependent on where the employee lives. The primary work location for this position is 443 Lafayette Road N, St. Paul, MN.
Employees living within 50 miles of the primary work location will be required to work in the office at least 50% of the time each month.
Employees that live in Minnesota and are more than 50 miles from the primary work location may be eligible for more than 50% telework with agency approvals.
Employees may reside outside of the state of Minnesota if they live in a bordering state and are within 50 miles of the primary work location.
This position exists to maintain large financial accounts, oversee major accounting functions, and coordinate the various phases of accounting services for divisions.
Responsibilities include:
Prepares biennial budgets and annual operating budgets to meet agency needs and objectives by interpreting, analyzing, and distributing budget instructions and reports. Regularly reviews budgets for accuracy and for adherence to department policy and legislative intent.Develops and manages numerous financial reports through databases or data systems.Analyze budget amounts, expenditures to date, forecasted expenditures, and deviations from budget and spending levels.Audits and approves financial and budget documents.
Serve as budget officer to agency divisions, as assigned by the budget director or CFO.
Represents the Financial Services unit by developing and managing the agency-wide policies and procedures for reconciliation of financial transactions between the accounting software (SWIFT) accounts receivable module and each division's customer management system.
Maintain appropriate controls over revenue accounts and complete routine reconciliations in conformity with sound accounting and financial controls.
Provide support to the Financial Services unit management to ensure the effective operations of the unit and appropriate fiscal controls.
Perform other duties as assigned.
Minimum Qualifications
Two (2) years of accounting or financial management experience
Doctorate degree may substitute for two years of experience; Master's degree may substitute for 18 months of experience; Bachelor's degree may substitute for one year of experience; Associates degree may substitute for six months of experience.
Experience applying Generally Accepted Accounting Principles (GAAP) sufficient to interpret and apply them to accounting activities;
Experience using accounting systems, such as the Statewide Integrated Financial Tools (SWIFT), or other private or governmental accounting system sufficient to analyze, interpret, reconcile, and audit complex financial data;
Skill in data entry, spreadsheet, and word processing software, such as Microsoft Word and Excel, to create spreadsheets and other documents and accurately enter, maintain and report on data;
Communication skills sufficient to draft correspondence, policies and procedures, write technical and legal reports, and communicate information to individuals or groups;
Human relations skills to develop and maintain productive working relationships with diverse staff, stakeholders, and clientele; and
Ability to communicate effectively with individuals with a wide range of backgrounds, who do not share the same culture, ethnicity, language, or other common experiences.
Preferred Qualifications
Knowledge of statewide accounting systems/databases such as, OBIEE Warehouse, SEMA4, or SWIFT reporting tools sufficient to run ad-hoc reports and queries.
Experience with State of Minnesota budget application systems.
Ability to collect and analyze large volumes of financial transaction data.
Ability to reconcile large volumes of data from multiple sources of information.
Researching, analyzing, and explaining state and federal laws, policies, rules, regulations, and procedures as they relate to fiscal operations.
Language skills other than English (Somali, Spanish, Hmong, Karen or ASL).
