GENERAL DESCRIPTION:
Under limited supervision at the senior level, examines, evaluates and completes appraisal techniques for Department assessed industries operating across state and county boundaries as defined in W.S. 39-13-102(m)(ii-ix) utilizing Uniform Standards of Professional Appraisal Practice, generally accepted appraisal procedures to determine valuation for taxation and for certification of taxable values to counties. Provides technical support, consultation, instruction, and problem resolution to 23 County Assessors and their staff, the Property Tax Division staff, and other governmental agencies as it pertains to all phases of appraisal valuation guidelines and models for both local and Department assessed properties.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
Appraise properties, real and personal, for both county assessment jurisdictions and Department assessed industries.
Provides technical support, consultation, instruction, and problem resolution to 23 County Assessors and their staff, the Property Tax Division staff, and other governmental agencies as it pertains to all phases of appraisal valuation guidelines and models for both local and Department assessed properties.
Coordinate a specialty such as agricultural land valuations; act as education for the county assessors and their offices, personal property/oil and gas valuations, and training.
Compiles and publishes annual manuals for County Assessors offices in the area of specialty.
Develop and train various classes for County Assessors, their staff, and property tax division in aspects of appraisal and the use of the CAMA system and/or other appraisal software.
Represent the department as an expert witness and may present testimony at administrative hearings.
Participate in the annual department audit program as required by WS. 39-11-102(c) (xvi) and the Strategic Plan for all county assessment offices.
Communicate with assessed taxpayers or their designated representatives, tax attorney or tax accountants to discuss assessed property valuation.
Qualifications
KNOWLEDGE:
Knowledge of appraisal principles (fee and mass) of property valuation, mathematics, statistics, economics, and/or regulatory conditions that affect value.
Knowledge of state constitutional mandates, statutory laws, department rules, and regulations.
Knowledge of State Board of Equalization Rules and Regulations.
Knowledge of Uniform Standards of Professional Appraisal Practice (USPAP) compliance and compliance with state and federal appraisal guidelines.
Knowledge of statistical analysis used in market research and as part of the appraisal process including regression analysis and central tendency.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree
Experience:
0-2 years of progressive work experience (typically in fee or mass property appraisal or tax assessment)
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in fee or mass property appraisal or tax assessment)
Certificates, Licenses, Registrations:
None
Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:
Typical office environment. Some travel required.
NOTES:
FLSA: Non-Exempt
Certification as a Wyoming Tax Appraiser is required within one year of employment.
