On behalf of executive and senior management of the Aging and Disabilities Services Administration (ADSA), Behavioral Health Administration (BHA) and Homelessness, Housing and Support Service Administrations (HHSSA) this position serves as a member of the Business Integration and Alignment (BIA) team. The team supports the administrations' capacity to strategically address and align business process redesign efforts with those being managed by counterparts. Work across multiple administrations as a cross-functional team to strategically phase in an aligned and cohesive business infrastructure and transform how the business operates and manages core functions. Serve as a resource to the administrations' senior management team and management teams across the administrations served by the BIA team. Champion and guide changes needed to align its programs and resources in relation to the agency's future direction, which is focused on achieving integrated, person-centered services and developing technical solutions in support of this new service delivery model.
This cross-administration planning position is part of a cross-administration team of human services planners that will align with the Business Solutions Office in different capacities and work collaboratively with other administration-level strategic planners assigned at the administration level to: drive program, policy and organizational change across the administration; jointly ensure an approach, tools and strategic planning process that is consistent and coordinated across all DHS administrations, with MN.IT Services and associated external partners impacted by DHS modernization planning and associated IT projects. The incumbent engages business leadership and staff across their administrations in long range and short-range tactical planning used to connect program and policy simplification projects and optimize the State's use of funds for technology solutions to meet business needs.
The person in this role serves as a human services program content expert in one or more areas (in this case, the expertise is in long-term services and supports) and speaks on behalf of their administrations in interactions with business architects, developers and other IT project leads to ensure that IT staff clearly understand the business, including its policies, programs and clientele--and have timely information necessary to successfully modernize and develop an integrated, person-centered human services IT system. The incumbent ensures that national and state policies, laws and regulations necessary to implement program requirements are conveyed and that business changes at both at the agency and administration levels are strategically timed in relation to IT transformation activities. Depending on their skills set, they may represent, serve as an expert in relation to and shepherd data needed by, used by and produced by their administrations. This transformation lead position has a specialty in long-term services and supports, helping division program leaders to understand and navigate the IT project process to implement needed changes.
As well as managing systems modernization-related relationships and responsibilities on behalf of the assigned administrations, this cross-administration planning position is a human services program specialist. The incumbent serves in different capacities which may include coordinating legislative and/or policy-related activities, service delivery and/or compliance activities for its mix of programs. Depending on their assigned roles, they will become involved in program specific and integrated policy development and work with new pieces of legislation to assess the impact on the administrations' programs, policies, procedures and clientele as related to IT system's modernization. The incumbent has a lead role in relation to establishing goals and objectives, and weighs agency viewpoints in relation to those of their administrations in internal and external planning activities. The incumbent will play a lead in the administrations' change management efforts related to integrating services and IT systems.
This individual serves on cross-administration project and governance teams and may be relied upon as an expert in relation to the administrations' information and data. The incumbent works with IT architects and developers to ensure accurate understanding of the business, its data dependencies and relationships, including the intake and release of data, information, and reports. When applicable, the incumbent represents the administrations' data needs as a data expert and may serve in a data steward role.
Minimum Qualifications

Three (3) years of working experience advising and/or providing strategic insight for a Human/Healthcare Services program as a Business Consultant, Analyst, or similar role.
Experience must clearly demonstrate:
Practical experience working in human services programs infrastructure related to long-term health delivery and services.
Knowledge of project management principles and continuous improvement tools/methods.
IT perspective of some associated major systems, e.g., MMIS, MAXIS, PRISM, SSIS, MEC2 and MNsure.
*Bachelor's degree in management information systems, operations management, business administration, or related degree may substitute for one (1) year of experience.
**Master's degree in business administration, organizational leadership, project management, or related degree may substitute for two (2) years of experience.
Preferred Qualifications
Variety of experiences working effectively with others from different backgrounds and cultures.
Data knowhow from a business user point of view.
Analysis capabilities needed to document and assess the current business state and design new @types of business processes and organizational structures.
Has baseline global understanding of Minnesota's current health care and social service purchasing, payment and delivery infrastructures and associated IT systems.
Proficiency in excel, statistics and delivering data in reports and/or presentations.
