Position Summary
This position will be responsible for the development and project and/or program management of solutions and improvements to meet the needs of Transmission Engineering. This may include managing a portfolio of tasks, projects, and programs in all phases of their life cycle. The position will develop new processes or perform and/or maintain existing processes as required. This position is expected to work closely with Transmission Program Management Office (TPMO), Construction Management, Engineering Vendors, Right of Way (ROW) Operations Districts, and other stakeholders to develop and maintain executable plans across multiple seasons.
Key Roles & Responsibilities
Other duties may be assigned. Directly or through others, the incumbent will:
Responsible for the development and implementation of solutions and tools to meet the needs of Transmission Engineering.
Perform engineering vendor and internal resource reviews, including forecasting and risk assessment, and reporting on programmatic work across the assigned portfolio of projects/programs.
Develops and supports plans, specifications, and project management documents for development, expansion, and maintenance of Transmission Engineering Programs & Project Portfolios through coordination with engineering and other stakeholders.
Provides technical expertise and Subject Matter Expert (SME) knowledge about both the current and desired future states of engineering programs and resource utilization.
Monitors the status of tasks and deliverables to ensure stakeholder issues are proactively identified, communicated, and resolved.
Incorporates personal and public safety as a priority in the design and operation of system projects/programs.
Effectively oversees the management of a large number of projects/programs while maintaining work product quality, reliability, and volume.
Performs all essential aspects and functions of the job as well as any other specific job requirements.
Survey and Geotech Vendor Management
Build, control and manage program schedules for Survey and Geotech vendors by collaborating with all applicable stakeholders.
Monitor the status of tasks and deliverables to ensure stakeholder issues are proactively identified, communicated and resolved, especially with respect to Greenfield Certificate of Convenience and Necessity (CCN) project Survey deliverables.
Monitor and report Survey and Geotech costs, and other metrics, across project @types and vendors.
Propose vendor utilization targets both in terms of dollars and project @types for all of Transmission Engineering based on past performance and future needs.

Education and Experience
High school diploma, GED, or equivalent is required.
Applicants with a Bachelor's degree in Engineering, Engineering Technology, Surveying, or discipline closely related to construction or project management are encouraged to apply.
For Program Manager role:
3 years of experience in planning, design (may include surveying and/or geotechnical design work), operation, or construction of Transmission facilities required.
Applicants with at least 1 year of experience in program/project management are encouraged to apply.
Applicants with experience with greenfield projects, requiring CCNs, and their easement acquisition are encouraged to apply.
For Program Senior Manager:
5 years of experience in planning, design (may include surveying and/or geotechnical design work), operation, or construction of Transmission facilities AND at least 2 years of experience in program/project management role is required.
