Summary The primary purpose of the position is to ensure the integrity and efficiency of major VA financial systems in a constantly changing and growing environment. The incumbent maintains detailed records of budgetary transactions (i.e. allotments, obligations, expenditures, reimbursements, and transfers of funds) in the assigned accounts. DUTIES WILL INLUDE BUT NOT BE LIMITED TO: Serves as a source of budgetary information for a variety of appropriated fund and reimbursable budget accounts to include employee salaries, benefits, overtime, awards, travel, transportation, materials, equipment, ADP, contracts, and related mission and administrative expenses. Advises personnel of procedures, forms, and documentation required to support budget estimates and requests. Recommends transfer of funds between operating programs to accommodate changing requirements. Prepares comprehensive budget reports showing current status of funds in appropriated and reimbursable accounts managed. Maintains informal accounting records of the operating budget on expenditures by elements of cost and by directorate. Establishes and maintains control reports for the receipt and distribution of budgetary documents and all required reports. The incumbent examines requests for funds to ensure that accounting data, necessary approvals, and correct budgetary procedures have been followed. Knowledge of budgetary procedures is used to compile, consolidate, organize, and summarize information about the organization's budget in annual budget estimates and a variety of recurring and onetime reports.
