Appointment: The Assistant Superintendent for Finance and Operations is appointed by the Board of Education upon the recommendation of the Superintendent of Schools. Appointment is on a probationary/tenure basis in accordance with Education Law.
QUALIFICATIONS
A minimum of five (5) years of successful experience as a building or central office administrator with program and employee supervisory experience.
A Master's degree with specialization in the areas of educational and/or business administration
Valid New York State School District Business Leader (SDBL), School District Leader (SDL), or School District Administrator (SDA) certification.
Such alternatives to the above qualifications as the Board of Education may find appropriate and acceptable.

SUPERVISES
Finance, Human Resources, Facilities, Transportation, and Food Service Department personnel, including clerical, administrative support, and service managers
AREAS OF RESPONSIBILITY1. General Administration
Assumes administrative responsibility for the School District in the absence of the Superintendent.
Assists the Superintendent in directing the administration, operation, and coordination of the District's finance operations associated with operational and educational program services.
Attends all regular meetings of the Board of Education and prepares reports for the Board as the Superintendent may request.
Financial Management and Budgeting
Assists the Superintendent of Schools in comprehensive budget development, fiscal management, and long-range financial planning.
Supervises the District Accountant and ensures the accurate reporting of local, county, state, and federal funds.
Submits clear, detailed statements to the Board of Education outlining the status of each appropriation budget item.
Arranges for internal and external auditing of school accounts and maintains a continuous internal auditing program for all funds.
Approves all vouchers authorizing the expenditures of District moneys.
Purchasing, Inventory, and Contract Management
Develops, maintains, and administers a modern program for purchasing supplies, materials, and equipment.
Purchases items of supply and equipment necessary for the operation of the School District through competitive bidding, informal quotations, and negotiation in alignment with legal guidelines.
Prepares all formal bidding documents, including notice to bidders, instructions, specifications, and proposal forms.
Initiates and oversees contracts with vendors relative to supply and equipment availability, invoices, purchase orders, and contracted services.
Develops and maintains appropriate, accurate accounting records of all funds (vendors' register, investment logs, property records) and maintains reasonable safeguards against mismanagement.
Assumes responsibility for the operation of perpetual inventory systems, control warehousing operations, and an up-to-date inventory of school property.
Operations and Auxiliary Services
Administers, through the Director of Facilities, the operation and maintenance of the school plant and surrounding environment within the standards established by the Board.
Administers, through the School Lunch Manager, the cafeteria services and the school lunch program within the budgetary limitations established by the Board.
Administers, through the Transportation Coordinator, all districtwide pupil transportation operations.
Supervises and administers an adequate, economical insurance program in the areas of general liability, property, and health benefits.
Administers the overall computation of payrolls, including deductions for income tax, retirement systems, health insurance, and related benefits.
Staff Personnel and Compliance
Serves as chief negotiator for the School District's labor negotiation teams and supervises the handling of grievance cases and procedures.
Serves as the District Complaint Officer (Title IX, harassment/discrimination), Records Access Officer, and Section 504 Compliance Officer.
Provides administrative oversight for the District's human resources, personnel, and related compliance systems in coordination with the Director of Human Resources and Program Compliance.
Supervises the Director of Human Resources and Program Compliance and supports the development of consistent, efficient, and legally compliant personnel procedures.
Ensures that recruitment, hiring, onboarding, certification monitoring, employee records, personnel reporting, and related compliance processes are implemented accurately and consistently.
Works collaboratively with the Superintendent, Assistant Superintendent for Curriculum and Instruction, Building Principals, and other supervisors regarding staffing needs, position control, personnel recommendations, and the alignment of staffing resources to District priorities.
Coordinates with the Director of Human Resources and Program Compliance to ensure timely completion of required personnel, civil service, certification, mandated training, data reporting, FOIL requests, and grant-related compliance activities.
Provides administrative oversight for payroll, benefits, position control, and personnel-cost systems in coordination with the Business Office and Human Resources Office.
Performs other personnel, compliance, and operational responsibilities as assigned by the Superintendent.
General Duties
Performs other tasks and assumes other responsibilities as may from time to time be assigned by the Superintendent of Schools.
TERMS OF EMPLOYMENT
Twelve (12) month assignment.
Salary to be established by contract by the Board of Education upon the Superintendent's recommendation.
EVALUATION
Performance of this position will be evaluated annually in accordance with provisions of the Board of Education's policy on the Evaluation of Administrative Personnel.
