This position is located at Central Office in St. Paul and may have the flexibility to telework, work a hybrid schedule, or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor.
This position provides leadership, direction and supervision over the Capital Highway Program section within the Office of Controller/Financial Management. It oversees program financial management and project accounting, including the State Road Construction (SRC) budget, federal authorizations, and federal highway funding for State and local projects. The role leads construction project and program financing, program/project accounting, construction contract financial management, land acquisition accounting, and job costing. It directs the development of policies and strategies to maximize the use of State and Federal funds, recommends program adjustments to upper management, and oversees complex financial planning, tracking, reporting, and analysis. The position also leads Federal funds and State budget authority forecasting, manages agency financial plans, and works closely with Federal Highway Administration (FHWA) finance to ensure compliance, transparency, and partnership.

Minimum Qualifications
Three years of managerial experience OR four years of professional supervisory experience providing budgetary and financial leadership within a large organization.

Technical Expertise: Experience leading multi-year capital program budgets, including setting financial strategy, approving allocations, and overseeing budget performance for large-scale infrastructure programs.
Fiscal Management: Experience working with large, complex budgets (e.g., multiple revenue streams, grants, revolving funds, legislative appropriations) sufficient to develop and manage budgets, allocate resources, and implement service delivery models.
Policymaking and Strategic Direction: Experience developing and implementing policies, rules, standards, and procedures. Experience analyzing emerging trends, legislative changes, and organizational needs to set long-term financial direction and recommend strategic program shifts.
Human Relations: Experience building and maintaining effective working relationships with major stakeholder groups, agencies, institutions, and organizations. Resolving conflicts, facilitating diverse viewpoints, and fostering a respectful and collaborative team environment.
Preferred Qualifications
A bachelor's or master's degree in accounting, business, finance, public administration, or public policy.
Experience leading strategic financial planning for major transportation or infrastructure programs, including long-term forecasting and scenario modeling.
Experience leading financial components of major or mega projects, including federal financial plans, risk management, and coordination with federal oversight agencies.
Experience leading the management and alignment of a transportation budget with the State Transportation Improvement Program (STIP).
