Department Information
OIT was created in 1999, and renamed Governor's Office of Information Technology in July 2006, to serve as an advisory organization. At that time, executive branch agencies independently managed their own IT services and support, resulting in disparate infrastructures, inconsistent hardware and software standards, duplicative services, increased security risks, failing projects, and the inability to leverage statewide procurement opportunities. The overwhelmingly bipartisan passage of Senate Bill 08-155 ("the consolidation bill") shifted how IT services would be delivered to Colorado's executive branch state agencies.
In July 2008, IT functions, systems, and assets were consolidated into a single entity - the Governor's Office of Information Technology. In many ways, the consolidation was much like a merger of 17 diverse companies, bringing with it significant challenges but also providing an extraordinary opportunity to plan, enable, and implement lasting change for the State of Colorado. This historic move challenged the status quo and created an enterprise IT organization that is leaner and more effective in delivering technology solutions and services.
Today, OIT is a full-service enterprise provider of information technology and communications services with more than 1,100 hard-working and dedicated employees. The majority of OIT's employees work remotely from anywhere in Colorado, and our office is a "workplace as a destination" for events and in-person discussions. Our work powers the state and serves Colorado's counties, residents, businesses, and visitors. From increasing digital government services through the award-winning myColorado app to keeping state systems secure and operational, we are improving government services and making Colorado a leader in tech. The Chief Information Officer and Executive Director of the Governor's Office of Information Technology is the Governor's technology advisor and leads the implementation of the Governor's technology vision. The Executive Director is part of the Governor's Cabinet and is responsible for overseeing the administration, programs and strategic plan of the Department as well as the consistent achievement of its mission and financial objectives.
Essential Duties and Responsibilities
Build and enhance relationships with all stakeholders including the Governor and Cabinet, Coloradans, state agency customers, state employees, the Colorado General Assembly, and vendors to ensure business needs are met and exceeded, thereby improving transparency and customer satisfaction.
Ensure that the Department has a long-range vision and strategy which achieves its mission; ensures consistent and timely progress toward that mission.
Provide leadership in developing program, organizational, and financial plans with leaders and staff.
Responsible for the enhancement of the Department's image and the State of Colorado's technology posture by being active and visible in the community and by working closely with other professional, civic, and private organizations.
Develop and implement strategies aimed at promoting the Department's mission.
Build an effective team of leaders by providing guidance and coaching to subordinate managers.
Create,approve, and implement business plans for the attainment of goals and objectives.
Direct and oversee the Department's budget with wise fiscal management practices. That generally anticipates operating within the approved budget, ensures maximum resource utilization, and maintenance of the organization in a positive financial position.
Responsible for the effective administration of the Department's operations, including adherence to all laws directing the work of the Department.
Maintain a climate which attracts, keeps, and motivates a diverse staff of top quality people.
Brief the Governor on all relevant policy and technology issues arising from State and Federal legislative activities.
Build a good relationship with the Legislature and serve as the point person for directing the Department's response to proposed legislation that may impact the Department's operations.
As nearly 80% of OIT employees work remotely from anywhere in Colorado, the ability to build and foster relationships, maintain rapport, instill vision, collaborate and manage operations, productivity, and morale, and ensure robust IT solutions - all remotely - is critical.
Establish, promote, and ensure state-wide technology, architecture, and security standards are met.
Provide statewide vision and leadership in designing, developing, implementing, and supporting state-of-the art enterprise technology, information, and infrastructure to deliver an outstanding user experience.
Encourage a culture of innovation by implementing emerging technologies and approaches.
Ensure a robust cybersecurity plan is implemented to protect and deflect risks.
Keep systems operating, information flowing, applications running, and technology advancing, securely and efficiently.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications
Five or more years of executive-level organizational leadership, including significant responsibility for:
Strategic planning
Budgeting and financial management (of organizations or divisions of >$50m per year)
Operational management and process improvement
Stakeholder and public relations, including developing relationships with at-times adversarial stakeholders
Planning, implementing, executing, and evaluating the success of special projects
Leading day-to-day program and service delivery
Demonstrated track record building and leading high-performing teams, including work related to organizational culture and leadership development
Further track record as a highly collaborative professional who can drive partnership, alignment, and communication across functional lines and at global levels. Proven success influencing across organizational workstreams, especially local and other state governments, nonprofit and private sector organizations
Ten years or more of experience overseeing the planning, implementation, execution and evaluation of major technology projects for an organization
Ten years or more of experience overseeing the day-to-day delivery of the programs and customer service delivery of an organization
Preferred Qualifications
Ten or more years of executive-level experience, ideally as a Chief Executive Officer, Chief Information Officer, Chief Operating Officer, or Chief Technology Officer
Technical expertise and professional experience in one or more of the following areas: software engineering, IT administration, enterprise service management, or cybersecurity
Conditions of Employment
