Summary The incumbent Serves as the Administrative Officer for the Centralized Finance Service (CFS), in Roanoke, Virginia. Overseeing administrative, budget, personnel, and operational support activities. Coordinates daily operations, resource management, program analysis, workflow support, and administrative services to ensure efficient organizational operations and compliance with policies and procedures. The major duties listed below represent the full performance level of GS-11. At the GS-09 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Major duties include, but may not be limited to the following: Manages administrative and personnel management functions for the Centralized Finance Service, ensuring efficient day-to-day operations and workload distribution. Serves as liaison between multiple programs and administrative service lines within VISN 6 to coordinate fiscal and administrative activities. Assists CFS managers with the development of requirements for fiscal programs and ensures compliance with established financial management policies and accounting practices. Maintains internal controls and validates program requirements to support accurate budget execution and financial accountability. Coordinates and manages Resource Management reviews, including meeting agendas, supporting documentation, and official meeting minutes. Oversees hiring and personnel management actions, including staffing coordination, onboarding, resignations, terminations, and personnel documentation. Reviews and maintains organizational charts, position descriptions (PDs), and staffing ceilings to ensure accuracy and compliance with organizational requirements. Provides guidance and administrative support in developing position descriptions, performance standards, and competency assessments. Develops, modifies, and maintains competency folders, policy updates, employee handbooks, SOPs, and resource management documentation. Conducts follow-up reviews and quality checks on personnel actions to ensure timely processing, procedural accuracy, and compliance with applicable regulations. Performs other related duties as assigned. Qualifications SPECIALIZED EXPERIENCE-GS9: Applicants must possess one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-7 level in the Federal service. Specialized experience includes: coordinating administrative actions related to staffing, personnel records, position descriptions, or performance standards; assisting with budget, purchasing, resource, or inventory management activities; preparing, tracking, and routing reports, correspondence, or other administrative documents; using automated systems to maintain data, generate reports, or monitor workload; and providing administrative support to managers, staff, or customers to ensure program operations are completed timely and accurately.
