Summary The Office of the Assistant Secretary for Administration and Management (OASAM) provides the infrastructure and support that enables the U.S. Department of Labor (DOL) to perform its mission. OASAM provides leadership and support for information technology, human resources management, procurement, business operations, safety and health, space management, civil rights, emergency management, security, budget, and performance. Responsibilities This position is located in the Office of the Assistant Secretary for Administration and Management (OASAM), Business Operations Center (BOC), Office of Support Services (OSS). The employee performs a wide range of high level administrative and management assignments involving key organizational functional areas by providing authoritative advisory services, developing and coordinating agency policy positions, and leading or supporting department-wide business, operational, and organizational improvement initiatives. Major duties for this position include but are not limited to: Oversee and coordinate department-wide human capital and workforce management activities in collaboration with the Office of Human Resources (OHR). Develop and manage annual hiring plans, succession planning initiatives, staffing strategies, and organizational structure updates to support mission requirements and workforce readiness. Provide leadership and oversight for department-wide administrative initiatives, strategic planning efforts, and management improvement programs. Evaluate operational effectiveness and advise leadership on program priorities, resource allocation, and organizational performance. Manage correspondence operations and administrative support processes to ensure timely coordination, tracking, and completion of organizational actions and responses. Provide oversight and coordination of administrative resources, travel management, and funding execution activities supporting operations and departmental initiatives. Provide guidance and support on employee and labor relations matters to ensure compliance with applicable regulations, collective bargaining agreements, and departmental policies. Requirements Conditions of Employment Qualifications You must meet the Specialized Experience to qualify for Management and Program Analyst, as described below. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. For this position, the next lowest grade is the GS-13. Qualifying specialized experience for this position includes meeting all of the following: Experience applying human resources policies, procedures, and administrative processes to provide authoritative guidance and support to management, supervisors, and employees. Experience utilizing automated correspondence tracking systems to monitor, track, and manage assignments, suspense actions, and official communications. Experience interpreting, communicating and applying Federal travel policies, procedures, and regulations to support organizational operations, personnel activities, and strategic program objectives.
