Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The Watervliet Arsenal is an Army-owned and operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States having begun operations in 1813. Responsibilities Reviews various @types of authorizing documents, project orders, purchase requests and contractual documents which originate within the installation, from other arsenals, commodity commands, private industry, and other government agencies. Determines quantity and @type of item required, delivery date, inspection criteria, packaging and preservation requirements, specifications, funding authority, etc. Assures completeness of the engineering package used in the processing of requests for quotations or establishment of a firm requirement or order for manufacture or purchase of assigned items, and compiles cost of delivery proposals. Requests information which is missing and where it is found to be non-existent obtains criteria under which the items will be manufactured for customer approval. Prepares staff support package on requirements necessitating a Make or Buy Decision. Actively establishes and maintains total point of contact responsibilities for all known and potential commercial customers for Arsenal products and technical services and provides program management for all firm and potential orders. Promotes the capabilities of Watervliet Arsenal and solicits potential workload to maintain a warm production base. Prepares or provides input to a monthly workload forecast and other reports and special studies effecting workload and procurements as required. GS-11 - Specialized Experience: One year of specialized experience which includes: 1) Utilizing office automation systems to prepare various reports and correspondence ; (2) Demonstrate skills of critical thinking such as problem solving, decisiveness, organization, multitasking, time management, adaptability, evaluating and analyzing data, and clear and concise communication (verbal, non-verbal, visual, and written); (3) Experience communicating with customers and/or providing customer service. and (4) Reviewing various @types of authorizing documents, project orders, purchase requests and/or contractual documents to ensure required information is accounted for. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, industrial management, engineering, applied sciences, and must have been obtained from an accredited college or university (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
