DWM is seeking a highly technical Business Systems Administrator to support the systems and applications used by our three infrastructure maintenance units: Collection System Maintenance, Distribution System Maintenance, and Lift Station Maintenance. These teams provide 24/7 operational support for the City's water and sewer infrastructure, and this role is essential to ensuring the reliability, performance, and integration of the systems that support their work.
The ideal candidate will be a technically skilled systems thinker who can configure and optimize workflows and business processes to fully leverage the City's existing technology investments. They will design and implement clean, scalable solutions that reduce redundancy and enhance the end-user experience across platforms. Additional responsibilities may include developing and managing databases and reporting tools to support workforce analytics, safety tracking, and operational performance. This individual will lead departmental integration efforts to streamline data flow and minimize duplicate data entry, ensuring consistency, accuracy, and strong data governance across multiple systems. As a subject matter expert, they will align enterprise applications with City policies, procedures, and regulatory requirements, while leading system implementation projects using structured methodologies that include requirements gathering, testing, deployment, and continuous improvement. A successful candidate will also proactively analyze existing processes to identify opportunities for automation and efficiency, and translate complex operational needs into practical, technology-driven solutions.
The ideal candidate will be an effective leader managing and mentoring a team of 3 to 6 business professionals. This individual will need to prioritize user success by developing training materials and providing clear technical guidance to improve system adoption and proficiency. In addition, they will support financial and operational systems by ensuring seamless integration with enterprise resource planning platforms, contributing to multi-year financial planning through data modeling and forecasting, and maintaining alignment between workforce systems, budgeting tools, and performance tracking to support informed, data-driven decision-making.
This role may be assigned to either an Oracle ERP application support team (Preferred experience with e360, CCS, OFS, OUDI, OIC, OCI, and equivalents) or a Microsoft suite integration support team (Preferred experience with SQL, Powerapps, ESRI, and equivalents) based on the demonstrated skills and proficiencies.
Duties/Responsibilities
Support financial and operational reporting systems, including integration with enterprise resource planning platforms
Assist with multi-year financial planning through data modeling and system-based forecasting
Support contract lifecycle processes, including technical review of RFPs and vendor deliverables
Evaluate, recommend, and implement new technologies aligned with departmental goals
Maintain comprehensive documentation of systems, workflows, and integration processes
Minimum Qualifications & Experience
Bachelor's degree in computer science, information technology, or directly related field
Seven years of related professional information technology experience, which includes lead, project management and/or supervisory experience.
For some positions, a valid North Carolina Class C Driver's License must be obtained within sixty (60) days of hire
Additional Preferred Skills
Demonstrated experience working across multiple platforms and integrating data to streamline workflows and reduce manual processes (Portfolio or examples encouraged)
Strong knowledge of SQL, database management, and reporting tools
Experience with enterprise systems such as Oracle OCI/OIC, Microsoft suite including SQL, Munis, NeoGov, People Map, Access, Kronos, or similar platforms
Familiarity with agile methodologies and structured approaches to problem-solving, project planning, and system implementation
Strong understanding of organizational policies, procedures, and compliance requirements
