This position will be based in our Administrative & Fiscal Services (AFS) division. In this role, the incumbent will be responsible for high level financial management and accounting work for our agency of approximately 1,700 employees over 50 locations throughout the State of Minnesota.
Lead the single audit and annual reporting processes on behalf of the agency.
Coordinate the financial management reporting activities of the agency to achieve its goals and objectives.
Function as the agency expert in the development of financial analysis so that accurate current, historical, and projection information is available to agency management.
Design and maintain the financial operations of the agency in a manner that ensures appropriate financial budget systems, policies and procedures are in place to support successful achievement of established goals and objectives while maintaining compliance with industry guidelines (United States Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards, etc.), legislative intent, and good business practices.
This position assists with administering extensive accounting and technically complex systems including Statewide Integrated Financial Tools (SWIFT), Statewide Employee Management (SEMA4), and the fiscal Internal Audit (IA) and Oracle Business Intelligence Enterprise Edition (OBIEE) warehouses This includes, but is not limited to, in collaboration with the Budget Director developing procedures and policies related to state and federal financial reporting in compliance with best practices and legal standards. This position also may assist in providing back-up services to the Financial Planning and Analysis business unit which requires extensive accounting and technical system knowledge of complex systems.

Minimum Qualifications

One (1) year* experience in accounting, financial reporting , or government accounting
*Bachelor's degree in accounting, financial management, grant management, business, or other closely related field as determined by the agency may substitute one (1) year of experience; master's degree substitute for eighteen (18) months of experience
Applicants that meet the above minimum qualification will be further evaluated on the following:
Experience with Annual Comprehensive Financial Reporting (ACFR) and Schedule of Expenditures of Federal Awards (SEFA)
Experience in applying GAAP and practices sufficient in creation of various financial statements and reports
Ability to create and interpret complex fiscal records and reports and recognize problems and their effects as they relate to conformance to federal laws, state statues, and department policies.
Skill in communication sufficient to give presentations to both internal and external audiences, including written skills to train other staff, answer questions, and provide accounting guidance
Ability to plan, organize, and successfully manage competing priorities
Preferred Qualifications
Bachelor's degree or higher in accounting, financial management, grant management, business, or other closely related field as determined by the agency
Experience in using Microsoft Office products such as Word and Excel, including use of pivot tables and advanced formulas such as VLOOKUP or similar functions
Experience in statewide accounting systems (SWIFT and OBIEE) or similar software
Experience in working with financial statements and auditors in the government sector
Experience in interpreting, analyzing, explaining, and training others on accounting policies and procedures
Skill in organization to manage workload, competing priorities, and still meet strict deadlines
