OHP's programs assist hospitals and residential care facilities (such as nursing homes and assisted living facilities) to more reasonably finance construction, renovation, acquisition, or refinancing projects. As a Construction Analyst (Senior Construction Analyst), you will: - Manage the efficient and effective coordination, and accomplishment of planning, scoping, development design, construction, and operation of major insured and capital advance projects for Healthcare Programs within OHP. - Coordinate efforts with the various project managers and work with the Director OAE to establish standard procedures and protocols for the program. - Provide general guidance on budgetary limitations, program objectives and established priorities. - Serve as a team leader for the review of applications for hospital mortgage insurance, monitoring of construction activities, and close-out of projects. - Conduct special projects such as updating regulations, the construction handbook, and other program documentation as required. - Examine existing properties for structural soundness. Determine repairs needed to bring properties up to acceptable standards. Requirements Conditions of Employment The official duty station for this position will be in New York, New York. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: - Reviewing applications and pre-applications for hospital mortgage insurance to evaluate compliance with program requirements and assess the proposals' risk factors; AND - Evaluating architectural, engineering, and administratively related plans and documents, including drawings, specifications, bid documents and addenda, and change orders submitted by applicants; AND - Inspecting reviewing and ensuring assets meet the proposed development specifications; AND - Interpreting statutory and regulatory requirements related to building requirements. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
