Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HUMAN RESOURCES SPECIALIST (CLASSIFICATION), Position Description Number T5017P01 and is part of the ME HRO, National Guard. Responsibilities This position is a single incumbency. This position is located in the JFHQ-State Human Resources Office (HRO). The incumbent is the State Level Expert/point of contact on the State's Position Classification and Position Management Program. The incumbent ensures all program activities, policies, instructions, and goals are in compliance with legislation, publications, regulations, and guidance from Office of Personnel Management (OPM), Department of Defense (DoD), National Guard Bureau (NGB), Department of the Army (DA) and Air Force (DAF), and other governing agencies. Work is performed for both Army (ARNG) and Air National Guard (ANG) organizations and full-time workforce within the State. MAJOR DUTIES: 1. Manages the classification and position management program and subordinate programs, including Fair Labor Standards Act (FLSA), Environmental Differential Pay (EDP), Hazardous Duty Pay (HDP), Locality Wage Survey, draft classification standards, competitive level descriptions, and various NGB/DoD initiatives. Provides advice and assistance on automated personnel programs/systems, inputs and retrieves data from the automated personnel system, assures accuracy of organization and position data, and initiates corrective action when necessary. Coordinates program requirements with management and other personalists as necessary. Provides continuing position classification services to support organizations which are composed of positions performing work of a mental and judgmental nature such as that typical of professional, scientific, administrative, and technical fields. Exercises classification responsibilities to develop and evaluate/certify position responsibilities for all position actions including highly complex positions. Applies classification standards and supplemental guidance to determine title, series, and grade. 2. Provides full and responsible management advisory services to assigned organizations. Plans and performs studies to identify short- and long-range personnel needs, advising on organization structures to meet manpower requirements and authorizations/requirements while balancing management needs, and solving problems dealing with morale, turnover, job dilution or expansion. Directly involved with planning and implementing reorganizations which involve mission changes or realignment of positions and personnel. Advises on organization structures, classification changes, position/employee impact and related actions. Ensures regulatory compliance prior to implementing new structures. Anticipates problems that evolve from the complex and dynamic nature of organizations served and provides innovative solutions that accommodate manager's needs without compromising fundamental personnel management principles. Applies comprehensive knowledge of classification and position management concepts, thorough understanding of assigned organizations, sound working knowledge of other personnel fields, and broad human resource management. Identifies and analyzes problems, investigates, and determines possible solutions, effect coordination with appropriate personnel in and out of the office, and prepares and/or presents recommendations from a comprehensive management standpoint. Responsible for the accurate and timely processing of Request for Personnel Actions (SF-52), Notification of Personnel Action (SF-50) for areas within their HR Office delegation memorandum. Ensures completion of supporting forms, records, and documents. 3. Conducts position management and classification studies and surveys following established procedures to schedule, report, clear and present results, and recommendations. Coordinates with appropriate personnel to research organization and position structures. Conducts on-site or telephonic audits, and complete studies for reorganizations, application of new classification releases, consistency reviews, and other surveys for program review. Prepares written evaluation statements as required by National Guard Bureau policy, and processes individual actions. Provides technical advice to assist managers and supervisors during position reviews as it relates to classification. Interprets and explains classification criteria and prepares and/or presents advisory opinions on the classification of positions. 4. Develop, schedule, and conduct classification and position management training programs for HR personnel, supervisors, and State-level Subject-Matter Experts who facilitate classification and position management actions that affect NG positions through formal classroom and one-on-one training. Participates in trainings when requested, such as New Employee Orientation, workshops, Technician Personnel Management Course, etc. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: Experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Knowledge of a wide range of human resource management concepts, practices, laws, regulations, policies and precedents sufficient to provide comprehensive human resources management advisory/consultant services on substantive organizational functions and work practices in the functional area of position management and classification, sufficient to advise management on a wide variety of technical issues; solve a wide range of complex, interrelated HR problems and issues to include: analyzing and evaluating an organization's current staffing situation to include researching and developing solutions and strategies to recruitment and retention problems incorporating a variety of flexibilities; providing comprehensive HR services to management and employees throughout a complex multi-mission organization; working on special projects such as serving on a strategic planning team; providing management with insight in establishing organizational structures that are efficient, cost effective, support appropriate grade levels, and facilitate career development; providing management advisory services in counseling, recognizing top performers, and taking appropriate actions on performance issues; advising management on developing and maintaining the proper balance between organizational strategic plans and goals and human resource development programs.
