Summary This position serves as the Administrative Officer (AO) within the Pharmacy Service for The VA Pacific Islands Health Care System (VAPIHCS) in Honolulu, HI. The incumbent plans, administers, and coordinates administrative services including budget formulation and execution, financial planning, accounting, procurement and contract administration, human resources management, space and equipment utilization, travel, property and records management, and related administrative support services. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION Duties may include, but are not limited to the following: Interprets administrative policies, develops and defines administrative requirements, provides advice on administrative systems and prepares administrative paperwork. Maintains employee personnel and competency folders, assessing compliance with VA, The Joint Commission (TJC) and other regulatory agency requirements. Participates fully in the formulation of operational plans, both short and long range. Serves on committees and special projects within the service and medical center as required. Tracks and ensures timely submission of designated pharmacy suspense responses to the appropriate individual(s). Attends facility administrative meetings as the pharmacy representative when the Chief of Pharmacy is unable to attend. Develops the need for and maintains an awareness of available resources and makes recommendations to the Chief of Pharmacy regarding needs, distribution or redistribution of available resources. Gathers and analyzes budget needs of the service and with the support of the Chief, administers the budget within administrative requirements. Participates in developing policies and plans for the service by coordinating the administrative needs of the organization(s) for which he/she is accountable. Participates in the development and implementation of policies and procedures for Pharmacy Service to ensure compliance with VHA, TJC and other regulatory agencies. Manages procurement process for obtaining necessary operating supplies and minor equipment purchases are ordered within budget, from the correct fund control points and through approved vendors. Administers programs concerning such matters as staffing, recruitment, equal opportunity, merit promotion, contracts and position management. Administers the internal review, quality, and productivity initiatives for the organization. Performs other related duties as assigned. Qualifications TO QUALIFY FOR THIS POSITION AT THE GS-11 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA: SPECIALIZED EXPERIENCE: Have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties of the Administrative Officer position, and that is typically in or related to the work of this position. Specialized experience includes providing overall administrative management duties such as interpreting policies, developing administrative requirements and providing guidance on personnel actions; performing procurement and reports management; and maintaining a variety of budget functions.
