OUIA oversees Louisiana's Unemployment Insurance (UI) program, which provides temporary financial assistance to eligible workers who are unemployed through no fault of their own. The office manages the full UI lifecycle, including employer tax collection, benefit claims processing, fraud prevention, and appeals
The Unemployment Insurance Tax Agentwill independently conduct state unemployment tax audits for businesses of all sizes, including private and governmental entities. They will examine complex accounting systems and financial records-such as ledgers, payroll journals, bank statements, and tax returns-to ensure compliance with Employment Security Law and verify that wages are accurately reported for Unemployment Insurance tax purposes.
Minimum Qualifications
Three years of experience in accounting, auditing, or unemployment insurance; OR
A bachelor's degree plus a Certified Information Systems Auditor (CISA) or Certified Government Audit Professional (CGAP) designation; OR
A bachelor's degree in accounting, auditing, finance, business administration, management, economics, information systems, quantitative methods, or statistics; OR
An advanced degree in accounting, auditing, finance, business administration, management, economics, information systems, quantitative methods, or statistics; OR
A Certified Public Accountant (CPA) license, Certified Fraud Examiner (CFE), or Certified Internal Auditor (CIA) designation.

Job Duties and Other Information
Job Details:
Conduct complex audits of employers to ensure compliance with federal and state Unemployment Insurance (UI) tax laws by analyzing tax returns, payroll records, financial documents, and business operations.
Identify unreported wages, worker misclassification issues, and tax discrepancies; calculate assessments including taxes, penalties, and interest.
Interpret and apply Employment Security laws and regulations; prepare detailed audit reports and present findings to executives, CPAs, and attorneys.
Initiate enforcement actions including subpoenas, liens, payment negotiations, and litigation referrals to protect the State's financial interests and secure delinquent tax payments.
Advise employers on UI tax responsibilities, ownership changes, voluntary coverage, and reporting requirements; serve as primary agency contact within assigned territory.
Resolve benefit protests and analyze payroll data to support accurate claims processing.
Plan and manage audit assignments and federally mandated quotas; coordinate with other auditors and provide guidance to support staff as needed.
Ensure timely collection of significant tax revenues deposited into the Unemployment Insurance Trust Fund to sustain statewide benefit payments.
