The Accounts Payable Lead Worker oversees the department's accounts payable activity and coordinates many of the agency's administrative encumbrance and payment functions to ensure compliance with administrative policies/procedures, and to maximize system capabilities and improve internal business processes. This position manages the "Accounts Payable" @type Electronic Interoffice Requisition (EIOR) buyer's inbox to determine the appropriate action to be taken, such as establishing a purchase order or to initiate payments in SWIFT or by purchasing card. They perform a variety of complex procurement functions in the acquisition of a wide variety of goods and services needed to effectively serve and meet the needs of the employees, clients and business partners of the Department of Children, Youth and Families (DCYF). The position provides mentoring to the DCYF Accounts Payable Team and offer insight and guidance, training, and technical assistance as individual issues are identified, and system changes are implemented.
Responsibilities include:
Oversee Accounts Payable payment activity as the SWIFT Accounts Payable functional expert to assure compliance with administrative policies and procedures, and to maximize system capabilities and improve internal business processes.
Manage the "Accounts Payable" @type Electronic Interoffice Requisition (EIOR) buyer's in box, by completing a review of each requisition and then recommending the appropriate action to be taken, such as creation of a purchase order, or an adjustment to one that already exists.
Establish new encumbrances and monitor those that exist and adjust when necessary.
Assist withquarterlyreviews requestedbyMMB,ofuncashed staledatedwarrants (morethan120daysold), which are issued through SWIFT and MMIS systems, byattempting to contact each vendor to inform them of theirmonetaryproperty.
Assistwithreview of the biweekly payroll register sample requested by payroll supervisor to ensure that hours entered on the employee timesheets by the employee and approved by the supervisor are what was paid to the employee, and that the funding for that employee's position is the funding string that is charged for those hours each biweekly pay period.
Assist with employee direct deposit questions, concerns and issues working with MMB.
Minimum Qualifications
One (1) year experience in Accounting OR
Three (3) years advanced technical, or paraprofessional experience in Accounting;
OR Bachelor's degree in accounting, finance, or related field and two (2) year advanced technical, or paraprofessional experience in Accounting;
OR Master's degree in accounting, finance, or related field;
AND experience must demonstrate the following:
Working knowledge of SWIFT or other financial reporting systems.
Analyzing payments and encumbrances, while determining causes of failures or issues and correcting them.
Creating purchase orders and performing budget check activities.
Strong communication skills to interact effectively with internal staff, members, employers, state agencies, and financial institutions and to respond to and send correspondences.
Preferred Qualifications
Experience with the State of Minnesota's accounting system (SWIFT) and/or payroll system (SEMA4).
Experience working with accounting, financial, or Customer Relationship Management (CRM) systems and the ability to analyze, reconcile, and interpret financial data.
Skilled in preparing and interpreting fiscal records and reports, recognize problems, and effect solutions.
Skilled in problem resolution in order to work with minimal supervision, analyze the situation, develop alternatives, effectively recommend solutions, and implement approved actions.
Variety of experiences working effectively with others from different backgrounds and cultures.
