Summary The purpose of this position is to provide support for the Veteran Transportation Program (VTP) and reports directly to the Mobility Manager. This position is a Supervisory Transportation Assistant for the Lexington VA Health Care System VTP and will be the general supervisor of the Veterans Transportation Service (VTS), Lead Transportation Assistant, and Transportation Assistant within the program. Responsibilities The position is located within Patient Business Service VTP Section at the Lexington VA Health Care System. Supervisory Transportation Assistant is responsible for the overall daily operation and long-term management of the service and for assuring the service supports the demands of a quality health care environment. Supervisory Transportation Assistant routinely collaborates with the Lexington VA Health Care System Mobility Manager for transportation workload forecasting, scheduling design, procedure development, and quality improvement implementation, modification of processes, evaluation, and ongoing operational flow of the VTS program. The four major areas of responsibility are: Program Management; Supervision; Administration of community development; Development and direction of facility transportation. Supervisory Transportation Assistant will be the first line of contact with the VTS Lead Transportation Assistant and Transportation Assistants. The supervisor will provide training in the performance of all routine and special assignments in the position. Work will be reviewed, both by spot check, after completion to evaluate, and daily observation: monitoring/assessment/resolution of operational and coordination problems, ability to manage difficult situations, ability to negotiate, interpersonal relations, special mode transportation contract monitoring and oversight. Duties include, but are not limited to: Independently plan, direct, and manage the Medical Center's VTS program. Develops, adapts, and implements policies and plans to support the mission of the VTP. Analyze, develop, plan, and advise on VTS passenger movement policies and programs. Research needs and demands for users, identify transportation alternatives, review regulatory processes, facilitate communications between agencies, and develop incentives to encourage agency participation as needed. Knowledge of transportation requirements for the State of Kentucky; including the counties in which the program operates. Research transportation management innovations around the county. Remain current on best practices and concepts of transportation management. Identify and define requirements for the use of automated systems when dispatching and routing drivers. Provide training to VTS Staff on a variety of transportation management and patient related software such as VetRide, Beneficiary Travel Self-Service System (BTSSS), Computerized Patient Record System (CPRS) and Veterans Information System and Technology Architecture (VISTA). Develop education programs such as rider training material, travel trainer program, and community forums. Develop new ways to remove barriers for transportation to VA Medical Facilities. Make presentation to and attend meetings of a variety of groups, cities, counties, organizations, boards, and committees with passenger transportation links to promote coordination amongst agencies. Participate in Veterans Transportation Network and Regional Transportation Coordination Councils. Supports the facility's Fleet Manager through direct management, maintenance, and record keeping of vehicles operated by VTS in accordance with Fleet Manager's Guide, state and federal law, and local policies. Provides daily supervision and guidance. Performs the administrative and personnel management functions relative to staff support. Identify, analyze and resolve time keeping and special pay issues that arise. Provides direct on-the-job training for employees, broaden employee training, and provide backup skills by cross training. Gathers and maintains valid data used to develop, evaluate, and modify organizations and system to achieve program goals. Other duties as assigned.
