The Florida Commission on Human Relations is the state agency charged with enforcing the state's civil rights laws and serves as a resource on human relations for the people of Florida. It is against Florida law to discriminate on the bases of race, color, religion, sex, pregnancy, national origin, age, disability, marital status or familial status. The Commission investigates complaints of discrimination in the areas of employment, housing, public accommodations, and state employee whistle-blower retaliation.

The Work You Will Do:
This is a highly professional legal and managerial position with the responsibility for advanced legal and administrative services to the Florida Commission on Human Relations, reporting directly to the Chief Legal Counsel. The Attorney Supervisor provides legal advice and assistance to the Senior Attorneys, the Commission's program areas, human resources, and employees to facilitate the transaction of the Commission's official business.

Your Specific Responsibilities:
Supervises and manages subordinate attorneys by communicating expectations; motivating, training, coaching, and evaluating performance; planning and directing work assignments; approving leave requests and timesheets; assigning cases; monitoring caseload distribution; and ensuring work is completed accurately and within established deadlines.
Reviews Investigative Memorandums (IMs) prepared by the Enforcement Unit for legal sufficiency, accuracy, and compliance with applicable laws and agency standards; collaborates with Employment Investigations management to improve work product and provides guidance on revisions necessary to meet legal criteria.
Prepares legally sufficient Determinations for review and signature by the Executive Director in accordance with prescribed agency format, statutory requirements, and established legal standards.
Represents the Florida Commission on Human Relations in administrative and appellate legal proceedings, including appearances before the Florida Division of Administrative Hearings and Florida District Courts of Appeal, under supervisory guidance; conducts legal research, drafts and electronically files pleadings, motions, and briefs, and manages discovery and related litigation activities as required.
Provides legal guidance and responds to inquiries from agency employees and the public regarding matters involving employment discrimination, retaliation, and public accommodations, ensuring accurate interpretation and application of applicable federal and state civil rights laws.
Required Knowledge, Skills, and Abilities:
Knowledge of Florida Statutes, Florida Administrative Code, the Florida Administrative Procedures Act, and federal laws, rules, and regulations.
Knowledge of customer service principles and the ability to provide responsive, timely, and professional follow-through in addressing inquiries and resolving issues.
Knowledge of applicable computer applications and basic computer functions.
Strong independent decision-making skills and work ethic; ability to move things forward without prompting, approaching work with a sense of commitment, urgency, flexibility, and personal accountability.
Ability to be solutions-oriented with the capacity to use critical thinking, judgment, and discretion to make sound decisions and effective recommendations.

Qualifications:
Minimum:
Admission to The Florida Bar and a member in good standing.
At least three years of professional experience as a licensed attorney in state government or administrative law.
Experience conducting legal research and drafting legal pleadings, motions, memoranda, determinations, or other legal documents.
Experience interpreting and applying federal and state laws, rules, regulations, and policies.
Experience reviewing investigative findings, case files, or legal documents for legal sufficiency and compliance with applicable laws and procedures.
Experience managing multiple assignments, legal matters, or caseloads in a deadline-driven environment.
Experience providing guidance, oversight, or leadership to attorneys, investigators, or professional staff.
Preferred:
A degree in business administration, public administration, or business management.
Experience in employment discrimination law and/or housing discrimination law.
Experience with ethics compliance issues.
Experience with Florida's public records law.
Experience with Florida rulemaking.
Education:
Juris Doctor from an accredited law school is required.
