Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsiblities
The Construction Procurement Supervisor will supervise a team of individual contributors. You will use your leadership abilities to contribute to driving efficiency and outstanding quality in Supply Chain Management.
Through collaboration with cross functional teams, you will prioritize team workload and drive continuous improvement.
The ideal candidate for this position should have significant experience in construction and M&O contracting, with a deep understanding of clauses, flow down clauses, and compliance review with a comprehensive understanding of the FAR and DEAR. This supervisor will be responsible for managing contractor staff, ensuring current and funded contracts, and should be willing to relocate to Nevada. The role requires operating and performing successfully in a highly stressful environment. The supervisor in this role should possess strong leadership skills, know how to lead by example and demonstrate resilience, composure, and adaptability in the face of stress. Effective priority and resource management skills are essential. Conflict resolution skills are particularly crucial in this role. To be successful, this supervisor must have the ability to identify and address these issues promptly. Given the often-urgent nature of the requirements, the ideal candidate should be capable of working at a fast pace and meeting urgent deadlines. They should perform well even when presented with challenges that require quick adjustment and prevailing over obstacles.
As a team supervisor, you will mentor your team members in technical and behavioral proficiencies to deliver high impact business results.
Key Responsibilities
Supervise and mentor a team of individual contributors, driving efficiency and quality in Supply Chain Management.
Manage contractor staff, ensuring current and funded contracts are in place.
Collaborate with cross-functional teams to prioritize workload and drive continuous improvement.
Lead by example, demonstrating resilience, composure, and adaptability in a fast-paced environment.
Effectively manage priorities and resources, resolving conflicts and addressing issues promptly to meet urgent deadlines.
Directly oversee buyers and effectively and accurately execute projects deadlines.
Responsible for managing contractor staff, ensuring current and funded contracts.
Review quality output, ensure compliance and coach team improvements holding individuals accountable.
Collaborate with customers and cross-functional teams.
Perform other duties as assigned by Management.
Qualifications
Bachelor's degree or equivalent training and experience, plus a minimum of 8 years of related and progressively responsible experience.
Preferred: Business or Engineering degree from an Accredited University and experience in U.S. Department of Energy (DOE) contracting.
Experience in Construction and Services Management.
Must be familiar with Procurement/DOE/National Nuclear Security Administration.
Training or Experience in areas related to Procurement/DOE.
Experience with Oracle procurement systems is a plus.
Requires excellent verbal and written communication skills.
Computer skills in MS Word, Excel, and Outlook are required.
Leadership experience in full Operations and Supply Chain Management environment.
Extensive supply chain operations management experience with a best-in-class organization.
Demonstrated FAR, DEAR, Government Contracting experience.
Acquisition Management experience.
The primary work location will be at the Losee Road facility in North Las Vegas, Nevada. ( candidates must be willing to relocate if not local, relocation package available).
Work schedule for this position will be 4/10s, Monday - Thursday (subject to Change).
Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
You must possess a valid driver's license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, "Personnel Security". If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, "Workplace Substance Abuse Programs at DOE Sites," will be conducted. Applicants selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matters. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, "Counterintelligence Evaluation Program."

Annual salary range for this position is: $103,480.00 - $165,568.00.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
