Financial Administration, Grant Accounting DivisionGENERAL DESCRIPTION:Performs complex accounting work. Maintains the Departmentand#8217;s accounting system (CAPPS Financials) with specialization in grant accounting transactions and reporting. Serves as liaison between Grant Accounting and internal and external groups in matters of information access and financial reporting. May oversee special projects or tasks as assigned by management which may be complex accounting activities in order to ensure timely and accurate reporting. Works under limited supervision with moderate latitude for the use of initiative and independent judgment. Performs other duties as assigned.SPECIFIC JOB RESPONSIBILITIES:and#183; Processes purchase vouchers for subcontracted federal and state programs with different program years. This includes verifying backup documentations, comparing incoming vouchers to budgeted and reported expenditures, ensuring the accuracy of the voucher, and approving payments.and#183; Controls financial reports submitted for each contract. This function includes reviewing of financial reports for accuracy; ensuring timely receipt of financial reports; maintaining proper files for all financial reports submittedand#183; Maintains contracts and projects on the agencyand#8217;s grant accounting system (CAPPS Financials).and#183; Maintains and tracks all grant draw downs and reported expenditures by sub-recipient and by funding sources.and#183; Responds to external auditor's confirmation of expenditures and payments to contractors.and#183; Maintains Agency Accounting System to include reviewing and reconciling payments, deposits and contracts to the Uniform Statewide Accounting System (USAS), draw logs, Integrated Disbursement and information System (IDIS), MITAS and Central Database.and#183; Ensures that the department complies with financial terms and conditions for federal grants and contracts for the programs.and#183; Conducts continuous reviews, analysis, and reconciliations of processed financial data for proper accounting and reporting.and#183; Keeps abreast of State and Federal legislative changes which affects the management and accounting for Federal funds, special state funds and appropriations.and#183; Prepares deposits, journals, payments and expenditures transfers in the accounting systems.and#183; Coordinate data and prepare reports for the annual financial audit and Annual Financial Report.and#183; Performs other duties as assigned. Qualifications: EDUCATION/EXPERIENCE:and#183; Minimum of four (4) years experience in accounting and financial operationsand#183; Graduation from an accredited senior college or university with major courses in accounting, banking, finance or related field is generally preferred. Education and experience may be substituted for one another. KNOWLEDGE, SKILLS AND ABILITIES:and#183; Knowledge of Generally Accepted Accounting Principles, Governmental accounting, Department policies and procedures, and laws and regulations pertaining to financial operations, as well as, knowledge of revenue bonds, mortgage loans and single family programs and applicable standards, is required.and#183; Considerable knowledge of automated accounting systems, as well as, skill in the use of personal computers, Excel and Microsoft Word is required.and#183; Should have the ability to analyze, consolidate and interpret accounting data in a clear and concise manner, as well as, the ability to train and oversee others; to perform complex accounting transactions; to understand, interpret, and follow Department policies and procedures; and to interpret and apply complex accounting theory, is required.and#183; Prefer some experience in USAS.PHYSICAL REQUIREMENTS:and#183; While performing the duties of this job, the employee is regularly required to speak and listen. The employee is frequently required to walk; stand; climb stairs; sit; use hands to use or handle office tools and equipment, including telephone and computer; and reach with hands and arms. The employee is occasionally required to stoop, kneel, or crouch. The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include ability to adjust focus for work with computers and peripheral vision and depth perception for driving.OTHER:Must be willing to work in a non-smoking environment and adhere to all applicable Department policies and procedures. Must be willing to work overtime if necessary which may include nights and weekends.
