Summary The Greater Los Angeles Healthcare System seeks a Supervisory Program Specialist for Medical Service to lead strategic planning, resource administration, and operational initiatives. Responsibilities include analyzing complex issues, identifying problems, evaluating data, and recommending solutions aligned with organizational goals. This position reports directly to the Chief of Medical Service. Responsibilities Major duties include, but are not limited to: Provides oversight and direction for the daily clinical and administrative operations of the Medical Service, ensuring the consistent delivery and quality of care throughout VAGLAHCS. Initiates, interprets, and ensures the implementation of policies and procedures for Medical Service programs, communicating changes and updates to all relevant staff. Coordinates and facilitates complex interactions among clinical and administrative leaders across care lines and venues, supporting the organization's transition to a matrix-oriented managed care system. Collaborates with the Chief of Medical Service to develop, recommend, and implement short-, intermediate-, and long-range plans, program proposals, and evaluation strategies to enhance service delivery. Designs and conducts comprehensive management studies, develops evaluation tools, and makes recommendations to improve the efficiency, effectiveness, and economy of Medical Service programs. Develops, monitors, and analyzes data collection systems, preparing management reports and using analytical findings to drive operational decisions and improvements. Plans and oversees budgetary requirements for Medical Service, including forecasting resource needs, procuring equipment and supplies, and ensuring the availability of necessary resources. Provides administrative and technical supervision to administrative support staff, including performance management, training, leave approval, and employee relations. Works closely with clinical and administrative directors, Chiefs, Associate Chiefs, and other stakeholders to resolve issues, coordinate services, and ensure seamless program operation. Ensures compliance with regulations and accreditation standards, oversees timely submission of required reports, and identifies opportunities for administrative process improvement. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/18/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
