Summary Office of the General Counsel (OGC) is the legal department for CSOSA and Pretrial Services Agency (PSA), providing a full range of legal advisory and representational services to support CSOSAs mission, goals and objectives. This Office also provides advisory informational assistance to the United States Courts, United States Probation Officers and other Federal and state officials, all with respect to CSOSAs legal position on a wide range of criminal justice and administrative matters. Responsibilities Serves as a Supervisory Attorney Advisor, the incumbent works under the general direction of the General Counsel and Deputy General Counsel and handles all aspects of the most complex and difficult cases assigned to the Office of the General Counsel. The incumbent will operate with a high level of independence in the supervision of programs and assists the Deputy GC and GC on a variety of legal assignments specializing in Personnel Law and Employee and Labor Relations. The incumbent's work includes supervision of non-legal staff in FOIA, Privacy, Policy, and other staff attorneys under the direction of the General Counsel to include legislative analysis, case analysis, litigation and Policy guidance. The incumbent provides consultative advice to the Deputy GC and serves as advisor to Program Staff and managers. Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members; provides feedback and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members. Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated. Effects disciplinary measures as appropriate to the authority delegated in this area. Carries out Equal Employment Opportunity (EEO) policies and program activities. Provides legal advice to Agency personnel on the interpretation, applicability and impact of Federal laws protecting sensitive information, including FOIA, the Federal Privacy Act, contract administration, Equal Employment Opportunity, employee and labor relations management, and prohibited personnel practices. Addresses legal cases or problems that have the effect of substantially broadening or restricting the activities of an agency. Advises representatives of federal, state and local jurisdictions and the judiciary regarding legal and regulatory issues associated with information sharing and partnership activities. Researches and prepares legal opinions on complex questions of law involving interpretation or application of legislation, court and administrative opinions, Executive Orders, regulations and rules. Drafts or reviews policies governing all aspects of Agency management. Analyzes alleged violations of prohibited personnel practices, reviews proposed adverse actions, provide guidance on the collective bargaining agreement. Prepares or oversees the preparation of legal documents through research and application of applicable concepts and principles in legislation, regulations, contracts, orders, decisions, opinions, or other legal instruments. Reviews proposed legislation, regulations, and policies on legal matters. Prepares written documents including memoranda, reports, advisory opinions, and implementation recommendations. Participates in planning, organizing, and coordinating group research efforts. Requirements Conditions of Employment Qualifications Applicant must possess a J.D. or LL.B. degree and be an active member of the bar in good standing (any jurisdiction). In addition, applicant must have four years of post J.D./LL.B. experience, of which were in or related to the following: employment and labor law, the Freedom of Information Act, the Privacy Act, federal tort law, training, federal litigation, federal rules governing civil and criminal procedure, negotiation techniques, federal administrative procedure and hearings, ethics, appropriations law, or federal acquisition regulations. Moreover, incumbent must have prior litigation experience and must have experience practicing before a minimum of one of the following forums: the Equal Employment Opportunity Commission; the Merit Systems Protection Board; the Federal Labor Relations Authority; arbitrators; or before a federal or state court. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
