JOB SUMMARY
Provide Engineering for the installation, 24/7 maintenance and management of all software components for all of Metro-North Railroad's mission-critical and safety-critical control systems used to operate, control and support the Railroad's Operations. Provide administrative and engineering support for the Power Control systems (SCADA), Centralized Traffic Control systems (CTC), Positive Train Control (PTC), and all subsystems in the Operations Control Center (OCC) and the Emergency Operations Control Center (ECC). Conduct and participate in Cyber Security programs to help improve the Cyber Security posture. Conduct, validate, and maintain risk assessments and processes to address potential Operational Technology system threats.
DUTIES AND RESPONSIBILITIES
Provide 24/7 Engineering support and oversight for daily hardware and software systems maintenance and management for all Metro-North's mission-critical and safety-critical real-time operations control systems including CTC for GCT and the entire mainline, Power Control for Traction and Signal Power, Field Vital Processor Interlockings, Fiber- Optics Communications Interfaces, the Operations Remote View Workstation Network, employee and customer information and payroll systems and the Signal Control Desk.
Provide leadership, design, and coordination functions for the Metro-North wayside, office, and onboard Positive Train Control systems. Assist Systems Security and Compliance positions in building, maintaining, and hardening Operational Technology infrastructure and applications to support a secure Cyber Security posture.
Provide installation, testing and documentation support for all required hardware and software changes to all CTC, SCADA and PTC systems. Provide technical support in troubleshooting hardware and software-related systems failures with both office and field C&S employees.
Provide daily interactions with the Transportation and Power departments, AMTRAK and vendors in direct support of safety and the rail operation and business plan.
Ensure timely hardware and software backup and restore capabilities, data archiving and retrieval management for all mission-critical and safety-critical systems.
Train and mentor junior engineering staff in the design, operations, troubleshooting and maintenance of CTC, SCADA and PTC hardware and software systems.
Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

KNOWLEDGE, SKILLS AND ABILITIES
Required:
Strong verbal and written communication skills.
Strong knowledge of railroad, Centralize Traffic Control Systems (CTC), Power Control (SCADA) Systems and Positive --Train Control (PTC) Systems.
Knowledge and experience in the integration of digital networks.
Working knowledge of Microsoft Office and/or comparable applications
Ability to develop and manage service and equipment database inventory.
Strong analytical skills in order to analyze new and existing products, equipment and/or procedures.
Must be able to recommend improvements or replacements to better support the voice and communications systems.
Must be able to work in a high-profile/high-pressure environment.
Strong interpersonal skills with the ability to interact with internal departments and outside agencies.
Must be able to implement and participate in Metro-North Railroad's Priority One Safety Program
24-hours 7 days availability required.

Familiarity with Metro-North Policies and Procedures
Familiarity with Metro-North collective bargaining agreements.
REQUIRED EDUCATION AND EXPERIENCE
Bachelor's Degree in Arts/Sciences (BA/BS) in Electrical Engineering, Computer Science, Computer Engineering or related field. Demonstrated equivalent experience, education, and/or technical credentials to include four (4) additional years of related experience may be considered in lieu of degree.
Minimum 7 years of experience in the management and maintenance of computer systems, which includes experience in control logic used in Operational Technology Industrial Control Systems, such as Centralized Traffic Control (CTC) computer systems and Supervisory Control and Data Acquisition (SCADA) computer systems. Knowledge of programming languages (C, C++, Python, VHDL, .NET, SQL Server) and client-server applications, operating systems (Microsoft Windows Servers 2025 and Windows 11)
Minimum 2 years of experience in railroad operations
Minimum 1 year of experience with critical controls systems or related real-time control systems
OR
Minimum 1 year of experience with computer network management

OTHER INFORMATION
Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").
Final salary is determined experience, skillset, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
