Summary The incumbent is delegated full scope of authority and responsibility for all Pharmacy Service functions of administration, finance, logistics and procurement coordination activities. This position performs administrative, budgetary control, evaluative, contracting and technical work in conjunction with establishing and maintaining employer employee relationships that contribute to satisfactory productivity, motivation, morale, discipline and customer service Responsibilities Major duties include: Supervising 4 administrative positions, oversight of 300+ personnel, and a subject matter expert for interpretation and reference on current VA regulations/directives. Conducts systematic monitoring and surveillance of all aspects of contracted services as the Contract Officer's Representative (COR) for Pharmacy contracts. Oversees the personnel management program for the organization, performing or overseeing the full range of human resources requirements. Assists managers and staff in projecting staffing needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals, processing training requests, and drafting disciplinary and adverse actions. Manages budget formulation and execution for a changing budget of administrative expenses involving different funding sources. Reviews purchase orders for supplies and nonexpendable property such as equipment. Sets up and maintains systems to control purchasing and use of supplies. Responsible for, but not limited to, assisting with making selections, coordinating staff orientations, performance, providing information for counseling and evaluations, productivity, continuing education and succession planning. Responsible for all administrative operations and coordinates optimal functioning of the service. Planning, organizing, estimating costs, coordinating with staff to obtain information needed to complete projects in every phase of the project.
