Position Description
The purpose of the Finance Administrator position is to ensure grants move through the Metro approval process for review and approval by Finance, Legal and Council, maintain an organized method of tracking grants, provide training to departments about Metro's Grants Policies and Procedures, assist departments with technical aspects of the Community Partnership Fund awards, and coordinating the Direct Appropriations grant contract process to select non-profits.
Metro Finance has several divisions, including procurement, treasury and management and budget. The department's employees are charged with providing financial management, information and business products to policy makers, departments, investors and the Nashville community to give them confidence in our government and to help them make informed decisions.
Typical Duties
Oversee and ensure all grant applications, awards and amendments are completed accurately and in a timely manner.
Educate Metro departments on the preparation of grant documents to ensure accuracy prior to processing for review and approval by Finance, Legal and Metro Council.
Manage and coordinate the Direct Appropriations grant contract process for select non-profits through grant closeout.
Serve as the system administrator for the grants tracking software system and responsible for ensuring that grant records are complete and accurate.
Develop and participate in training programs delivered to internal or external customers as assigned by the Assistant Grants & Accountability Officer.
Supervise and train staff regarding the coordination and processing of all grant documents to ensure completeness and accuracy.
Perform various supervisory duties including approving leave requests, counsel and correct employee, train employee, and evaluate employee performance.
Assist Metro departments with the technical aspects of the Community Partnership Fund awards and other Metro grant awarding program.
Maintain membership and attend National Grants Management Association (NGMA) webinars.
Responsible for ad hoc reporting and/or special reports related to grants, contracts, and Direct Appropriations.
Oversee the completion of the annual gifts and donations report as required by the Metro Gifts and Donations Policy.
Demonstrate a commitment to continuous improvement by proactively identifying inefficiencies and recommending actionable solutions to leadership.
Extensive knowledge of Metro's policies and procedures (i.e. grants coordination and management, grants drawdown and reimbursement, disallowances, and gifts and donations policy).
Manage relationships with internal and external customers.
Perform additional duties as deemed necessary by the Grants & Accountability Officer.
Minimum Qualifications
Bachelor's degree in accounting, Finance, or related field from an accredited college or university and at least 4 years' experience in grants monitoring, accounting or auditing.

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.
Preferred Experience, Knowledge, Skills, and Abilities
Knowledge of the principles and practices of governmental grant accounting and auditing
Knowledgeable of 2 CFR 200 (Uniform Guidance)
Experience with performing various @types of financial and program analysis and research
Understanding and applying concepts of management analysis
Ability to use personal computers and/or enterprise accounting systems to facilitate financial and program policy analysis
