The Division of Administration/Office of State Procurement has a vacancy. This job title has an assigned pay grade of AS-623.
OSP Agency Mission: The Office of State Procurement serves as the centralized purchasing and contracting agency of the State of Louisiana, establishing competitive, cost- effective contracts for goods and services in full compliance with the law, and facilitating access to those contracts by State agencies and political subdivisions, equipping them to effectively serve the needs of the people of Louisiana.
The Assistant Director for Policy and Compliance performs a vital role in the Office of State Procurement's leadership team. The position provides strategic leadership, operational oversight, and management for OSP Policy and Compliance Sections, including but not limited to policy and procedure development and compliance oversight for procurement processes at OSP and state agencies subject to the Louisiana Procurement Code.
The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities, including the following:
Overseeing the state's capital construction program
Working to provide state and federal grants for community development
Development of the state budget
Providing technology services
Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications
Eight years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR
Six years of full-time work experience in any field plus five years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR
A bachelor's degree plus five years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR
An advanced degree plus four years of experience in procurement, contracts or grants management, financial management, accounting, or auditing.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Designation as a Certified Professional Public Buyer (CPPB), a Certified Public Procurement Officer (CPPO), or a National Institute of Governmental Purchasing Certified Procurement Professional (NIGP-CPP) will substitute for a maximum of one year of the required experience.

Job Duties:
Policy and Procedure Management
Formulate, review, and update procurement laws, rules, policies, and guidelines to ensure compliance with legal, regulatory, and organizational standards.
Assists the Chief Procurement Officer in resolving ratifications, settlements, appeals, protests, and contract controversies pertaining to procurement actions, decisions, policies, and procedures.
Responsible for monitoring legislative activity related to the Louisiana Procurement Code and reporting such activity to the CPO and Division of Administration leadership.
Recommend proposed legislation to implement improvements to the Louisiana Procurement Code, based on feedback from OSP employees, procurement professionals from other state agencies, and other stakeholders.
Compliance Program Management
Develop, implement, and maintain Procurement Code compliance policies, procedures, and internal controls.
Conduct regular compliance reviews of OSP and use agency procurement operations to identify areas for improvement and ensure ongoing alignment with legal and operational standards.
Policy Interpretation and Guidance
Collaborate with other OSP teams to ensure new and existing regulations, policies, and compliance programs accurately reflect statutory and regulatory requirements.
Assist with drafting guidance documents, FAQs, and resource tools to support consistent statewide application of procurement rules.
Strategic Planning and Modernization Support
Participate in strategic planning related to modernization, system enhancements, and policy changes.
Position-Specific Details:
Appointment Type: This vacancy will be filled by a new hire or by promotion of a current permanent status classified employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.
