GENERAL DESCRIPTION:
This position manages and oversees provider enrollment for Wyoming's statewide Medicaid program that comprehensively pays over $500 million annually to ~30,000 providers. This position will oversee all work for Management of Rate Analysis and Reimbursement contractors and Rate Setting and Audit contractors, to include oversight of RFP and preparation of business plan and procurement processes. This position will also supervise the position of HSHP10, Health Program Supervisor- Supplemental Payment Program Manager.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
Oversees the contract for the provider enrollment vendor to assure that it complies with State and Federal regulations for enhanced Federal Financial Participation.
Oversees medical rate analysis and reimbursement assistance service contracts for facilities and providers, and contract for certified public accountants for nursing facilities.
Plans, implements, and evaluates program goals and objectives for Department performance reports and strategic plans.
Supervises the position of Supplemental Payment Program Manager.
Qualifications
PREFERENCES:
Bachelor's degree or equivalent experience and training, typically in business, policy, planning, information technology, public administration, healthcare administration, or other closely related fields.
Minimum of five years of professional work experience in business, accounting, healthcare administration, insurance, or public administration.
Five years' experience in managing a budget, reporting, and IT project experience.
Demonstrated ability to balance multiple demands on time and resources when assigning projects or delegating responsibilities. This includes interpersonal relations, team building, consensus building, goal setting, performance evaluation, and individual motivation.
Demonstrated ability to research and analyze complex problems as well as identification of options and solutions; decision making and evaluation of results.
Demonstrated skill in public speaking, and oral and written communication at a variety of levels and with multiple audiences.
KNOWLEDGE:
State government functions and procedures including State and Federal laws, policies, and procedures.
Medicaid law and regulatory structure including State and Federal Medicaid statutes, regulations, and policies.
Knowledge of accounting, budgeting and data analysis.
Contract procurement, negotiation, and administration.
Concepts, principles, and practices of professional healthcare administration.
Legal requirements and procedures relating to rule promulgation.
Administrative fair hearing process; citation and interpretation of complex legislation.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Healthcare)
Experience:
1-3 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Supervisor
OR
Education & Experience Substitution:
4-7 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Supervisor

The employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
