This position exists to oversee and carry out eligibility compliance audits for publicly funded health care programs. It ensures that federal and state audit requirements are met, that audit results are accurate and timely, and that corrective actions are developed and completed. The position also leads eligibility reviews for the Housing Support, General Assistance, and Minnesota Supplemental Aid programs and reports key findings to leadership so the department can improve program accuracy and compliance.
Responsibilities include but are not limited to:
Plan, develop, implement, and conduct the eligibility review audits required for the department's federal and state funded Health Care programs to ensure accurate, timely, and compliant eligibility determinations.
Directlysupervisestaffby hiring, assigning work, directing daily activities, evaluating performance, addressing performance concerns, and supporting staff development.
Based on audit results, develop training programs specific to county, regional or statewide errors and provide the training necessary to reduce eligibility reviewers errors and improve overall accuracy of eligibility rates.
Minimum Qualifications

Demonstrated leadership experience*
Leadership experience can include:*
Experience as a supervisor, lead worker, team lead, project lead;
Completion of a State of Minnesota leadership program (e.g. ELI, L4);
A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
o 1+ year of experience identifying issues, goals and strategic actions
o 100+ hours per year time commitment
AND
Four (4) years of experience developing, planning, and/or implementing the eligibility review audit process as a supervisor or team lead, or four (4) years supervising a county Medicaid eligibility team.
Experience must demonstrate the following:
Coordinate the development of corrective action plans and monitor implementation.
Analyze data and using reporting tools sufficient to identify trends, calculate error rates, and maintain dashboards that communicate key metrics.
Responsible for hiring, assigning work, directing daily activities, evaluating performance, addressing performance concerns, and/or developing staff.
Preferred Qualifications
Comprehensive understanding of eligibility related to DHS Health care programs, and strong working knowledge of other financial assistance programs such as TANF, Child Care, General Assistance, Minnesota Supplemental Aid, and Housing Support sufficient to review case determinations, guide auditors, and ensure accurate application of program rules.
Ability to coordinate with county and tribal agencies sufficient to request information, explain audit results, and support corrective actions.
Knowledge of state and federal data privacy requirements sufficient to ensure that audit data is collected, stored, and shared appropriately.
Ability to interpret and apply policies across multiple programs sufficient to determine whether eligibility decisions were correct and to guide staff in resolving discrepancies.
Ability to create detailed records of a case reviewed sufficient to document audit findings and support conclusions.
Develop and deliver training to address common errors, clarify policy, and improve accuracy across counties and internal staff.
Knowledge of Department of Human Services (DHS) eligibility systems (MAXIS, METS, MMIS) sufficient to review case data, verify determinations, and guide staff in accurate system use.
Strong written and verbal communication skills, including the ability to speak publicly, to prepare clear reports, explain audit findings, and present information to counties, program staff, and leadership.
Variety of experiences working effectively with others from different backgrounds and cultures.
