Job Information

This position is represented by the Anchorage Municipal Employee Association (AMEA) and is subject to the provisions of the current agreement between the Municipality of Anchorage and the AMEA.
DEPARTMENT : Purchasing
HOURS OF WORK : Monday through Friday, 8:00 a.m. to 5:00 p.m.
LOCATION OF WORK : 632 W 6th Ave, Ste 520, Anchorage, AK
Employees who are hired or rehired to any position shall be placed at the entrance pay step, and advancement from the entrance step to the maximum step within a pay grade shall be by successive steps.
Remote work schedule opportunities (telecommuting) may be considered after successful completion of probation, at the discretion of management and with the approval of the department head. Not all positions are eligible for remote work (telecommuting) per P&P 40-40.

Example of Duties
Under general supervision of the Deputy Purchasing Director, the Construction Bid Coordinator provides specialized and skilled support in the solicitation and awarding of all construction and professional services contracts. Coordinates with the Construction and RFP Buyers in the preparation and quality control of Construction Invitation to Bid (ITB) and Request for Proposal (RFP) documents, contracts, and associated files. Schedules site visits, pre-bid and pre-proposal meetings, bid openings, and other events. Ensures that the appropriate Davis Bacon Wage rates and other critical documents are included in the construction bid package. Organizes and facilitates the Bid Opening meeting. Provides oversight of the bid documentation, bid verification, and bid bond processes. Manages communication with the bidders, routes documents for approval. Acts as liaison with the Alaska Department of Labor. Collaborates with the Constructions and RFP Buyers to develop and maintain standard templates. Performs other related administrative duties in support of the department's needs and is expected to be knowledgeable in the essential functions of the Executive Assistant and Bid Clerk, so that these functions can continue without interruption during absences. Provides training/mentoring for new personnel. Reviews and enters Assembly Memorandum into OnBase, responds to Public Records Requests, resets Vendor passwords in SAP, and researches SAP to assist with contracts and reports. Perform other duties as assigned.
Minimum Qualifications / Substitutions / Preferences
High school diploma, GED, or equivalent and five (5) years of experience in procurement, finance, administration support or similar administrative responsibilities
OR
Associate's degree in Accounting, Business Administration, Logistics, Finance or similar discipline and three (3) years of experience in procurement, finance, administration support or similar administrative responsibilities.
OR
Bachelor's degree in Accounting, Business Administration, Logistics, Finance or similar discipline and one (1) year of experience in procurement, finance, administration support or similar administrative responsibilities.

Military Service Interview Preference :

The minimum qualifications of the position must be met for preference consideration.
