Summary This position is assigned to the Engineering Service at the Joseph Maxwell Cleland Atlanta VA Medical Center located in Decatur, Georgia. The incumbent serves as the Administrative Officer who provides direct assistance to the Chief, Engineering Service, and as such, is responsible for managing financial and human resources and providing administrative and operational support to all Engineering Service Sections. Responsibilities Ensures efficient and effective operations across all aspects of Engineering Service. Researches and develops monitoring techniques through use of data collection and analysis to track operations efficiency. Uses analytical knowledge and data gathered to make recommendations to Engineering Service leadership on how improvements can be made to operations. Reviews/revises existing policies and procedures to ensure they are still effective and up to date. Drafts new policy for Engineering Service, as well as Facility wide memorandums. Prepares reports and presentations for Engineering Service, and serves as liaison representing Engineering Service at meetings. Monitors Engineering Service performance metrics and makes recommendations for improvements. Tracks, completes and submits local, VISN and National action items for Engineering Service. Manages budgetary operations for Engineering Service. Develops budget projections, budget requests, budget reporting, reviewing FCP expenditures and OT usage. Plan contracts and project contract needs to ensure continued operations. Manages the purchase card program for Engineering Service. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/01/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.
