Job Description
What We Are Seeking:
The Construction and Facilities Manager Office (CFMO) is on the hunt for a Design and Construction Management Bureau Chief (Public Service Manager 2) to join their action-packed team! This powerhouse is a federally reimbursed State directorate within the Iowa Department of Public Defense, holding the reins of management, procurement, and upkeep of the Iowa Army National Guard's (ARNG) treasure chest of real property assets. Picture it: 4 million square feet of buildings and over 5,500 acres of real estate! The CFMO juggles an annual design and construction budget that usually tops $25 million, with much more when military construction projects roll in. Ready to dive into this epic adventure?

Our Agency directly supports the Iowa National Guard sustainment, readiness and modernization, providing support so they are able to fulfill their missions in Iowa's communities or their work for the State during emergencies or times of need. What You'll Do:
Oversees employees at the CFMO, managing design and construction for various projects.
Coordinate with multiple departments, communicate with other states and National Guard Bureau on funding and design issues, and sharing best practices.
Make strategic decisions, draft project scopes, participate in budget development, and recommend staffing changes.
Assign project managers for design and construction projects, particularly congressionally authorized Military Construction (MILCON) projects.
Attend stakeholder meetings, maintain a diverse roster of consultant firms, determine project execution priorities, manage employee workloads, attend construction progress meetings, address issues with the CFMO and Deputy CFMO, and manage funding and communication for MILCON projects with the National Guard Bureau.
Prepare contract documents, including proposals and CFMO Form 100 for funding.
Manage change processes and invoicing for contracted projects.
As alternate Contracting Officer, recommend award decisions and negotiate fees and change orders with consultants/contractors.
Analyze and evaluate key operations in the office, leading change management and implementing processes; revise SOP as needed.
Special Requirements:
Applicant must possess a valid driver's license. Must pass a federal background check to obtain and keep a Department of Defense Common Access Card (CAC).

Camp Dodge, 7105 NW 70thAve, Johnston, IA 50131, Monday through Friday 8:00 a.m. to 4:30 p.m.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and experience equal to six years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
2) Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
3) All of the following (a and b):
a. Six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):
a. Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position.
