Job Description

The New York City Department of Correction (DOC) is an integral part of the City's evolving criminal justice system, participating in reform initiatives and strategies aimed at moving the city towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for staff, providers, visitors, volunteers, and people in custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledge experts.

DOC seeks to recruit Programs Managers assigned to the Counseling Services Unit. Under direction of the Executive Director and Deputy Director's assigned to the Counseling Services Units, the Program Manager will supervise Program Counselors who provide behavior modification programming to individuals in custody located in the Enhanced Supervision Housing (ESH) program, in emerging adult housing units, and in other specialized programming units. The Enhanced Supervision Housing (ESH) program is an alternative to punitive segregation for individuals who commit acts of violence within our city jails. ESH includes a 2-step level system which prepares individuals who commit acts of violence to return to general population upon completion of various program expectations. Emerging adult housing units are where we work with people ages 18-21 on age-responsive programming that supports rehabilitation and behavior modification.

Additional typical duties for this position include but are not limited to:

Supervise team of Program Counselors and other staff assigned to purview

Coach, guide, and train staff assigned to purview

Daily interaction with individuals in custody

Oversight of the implementation of rehabilitative and behavioral modification programs and services

Oversight and enforcement of staff schedules, creates plan for adequate coverage

Monitor, evaluate, and help to develop curricula for group-based programming

Evaluate and make recommendations regarding rehabilitation program

Review reports of assigned staff

Collect and monitor data related to unit performance and metrics

Submit reports and charts as required

Attend training sessions, workshops, and staff meetings to improve knowledge, skills, and abilities

Work in a multidisciplinary team with uniformed correctional staff and providers to achieve rehabilitative program goals

Assist with deescalating conflicts and manage non-compliance with program rules

Respond alongside uniformed correctional staff to manage incidents in designated housing areas to ensure safety and security

Perform related duties as assigned.

Qualifications

For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.

Salary Min: $ 74,536.00

Salary Max: $ 81,991.00
