Responsibilities Develops and conducts studies of financial management processes related to Automated Information Systems (AIS). Performs extensive analyses and evaluations of the intra and interrelationship of functions to identify and determine current and future AIS requirements, technological advancements and corporate initiatives. Works with internal and external sources to improve automated processes and operational performance in relation to DRAS. Provides functional, technical advice and support involving automated process improvements; and the identification, testing, evaluation and implementation of new and revised procedures relating to finance and accounting systems, etc. Provides technical advice in determining operations impact or problem, possible resolution and actions necessary until problem is resolved. Requirements Conditions of Employment Qualifications One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience such as: Possess extensive experience analyzing financial management processes and ensuring the integrity of accounting data within the Defense Retiree and Annuitant Pay System - Modernization (DRASM). Demonstrate the ability to identify system requirements and lead the testing and implementation of automated enhancements to optimize operational efficiency. Exhibit proficiency in resolving complex system issues and providing technical advice on how technological advancements and legislative changes impact financial operations. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. To verify you meet the time-in-grade requirement, please provide a copy of a recent SF-50 that shows you have completed at least 52 weeks at the next lower grade level. Examples of qualifying SF-50s include: Within-Grade Increase (WGI) Promotion Any SF-50, if its effective date allows a specialist to calculate 52 weeks of service. (The effective date is in the upper-right corner of the SF-50) You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. This position is Exempt from the Fair Labor Standards Act. Travel requirement is seldom 1-24%. This position is not covered by a bargaining unit. Pay for first time hires to the Federal Government will typically be set at step 1 salary range for their respective grade level.
