Given this evolution, CACI is seeking a highly strategic and executive EVP to sit on its leadership team and build a centralized, global manufacturing and supply chain function.
The head of Manufacturing leads all production operations for complex defense technologies used in Electronic Warfare, RF Spectrum Sensing, Space, Photonics, and other mission critical areas. This executive is responsible for developing a secure, scalable manufacturing organization capable of delivering high-precision, mission-critical hardware and software for U.S. government customers. The role blends deep technical oversight, operational leadership, government contracting rigor, and secure supply-chain management.
Core Accountabilities:
Manufacturing Strategy & Organizational Leadership:
Develop and execute a long-term manufacturing strategy aligned with company goals, defense program requirements, government and commercial contracting cycles, and multi-year production demand.
Lead all manufacturing sites-including production facilities, cleanrooms, assembly lines, test areas, inventory systems, environmental screening facilities, and secured/controlled zones.
Build and mentor high-performing teams across manufacturing, test engineering, process engineering, supply chain, quality, mission assurance, integration, and operations.
Drive a culture of precision, reliability, compliance, accountability, and continuous improvement.
Production Operations for Complex RF & Photonics Hardware:
Own end-to-end production workflow for the following capability areas: RF systems including EW modules, phased arrays, radar subsystems, front ends, and secure comms units; Photonics systems including optical communication terminals, laser assemblies, EO/IR modules, and fiber-optic hardware; Complex mixed-signal electronics, high-frequency PCBs, and integrated electro-mechanical systems
Ensure production readiness and scalability across proto@type builds, LRIP, and full-rate production for government programs.
Manage capacity planning, production schedules, throughput optimization, and labor planning across multi-program portfolios.
Implement MES and digital manufacturing systems for traceability, metrics, and configuration control.
Advanced Test & Characterization (RF + Optical)
Lead all quality and mission assurance activities, ensuring compliance with: AS9100, ISO 9001; IPC-610/620, J-STD-001; MIL-STD-461/464 for EMI/EMC; MIL-STD-810 for environmental performance; Laser safety standards and optical handling guidelines.
Interface directly with DCMA, DCAA, government auditors, and prime contractors.
Maintain audit readiness for facility, quality, cybersecurity, physical security, and program execution reviews.
Drive root-cause investigations and corrective actions.
Secure Supply Chain & Specialized Procurement:
Ensure compliance with ITAR, EAR, DFARS, counterfeit-part prevention, and supply chain risk management (SCRM).
Build and manage a resilient supply chain for long-lead, export-controlled, and specialty suppliers.
Execute obsolescence management and vendor qualification programs.
Government Contracting & Program Execution:
Ensure manufacturing cost, quality, schedule, and technical performance for all programs are met.
Ensure full compliance with: Commercial and government terms; Earned Value Management System (EVMS) metrics; Contract deliverables (CDRLs), configuration control, and data rights.
Participate in major program reviews (PDR, CDR, TRR, PRR), offering manufacturing readiness assessments and risk mitigation plans.
Partner with Program Management to maintain executable baselines and clear production milestones.
Facilities, Security & Capital Investment:
Lead secure facility management including controlled access zones, classified storage, ITAR-only areas, SCIF/SAPF operations (if applicable), and calibrated test environments.
Develop facility expansion plans.
Oversee capital planning for production equipment, automation, test instruments, environmental chambers, and calibration labs.
Ensure NIST 800-171, CMMC compliance, and cybersecurity protections for all manufacturing assets and networks.
QUALIFICATIONS:
20+ years leading manufacturing or operations in defense and commercial electronics, RF systems, photonics, electro-optics, or complex hardware.
Deep technical understanding of both RF and optical/photonics production, test, and integration processes.
Extensive experience in secure government contracting environments (ITAR, EAR, DFARS, CMMC).
Demonstrated success scaling production from engineering proto@types through LRIP to full-rate manufacturing.
Proven leadership of multi-disciplinary teams in high-complexity, mission-critical environments.
Experience with DCMA/DCAA, ISO audits, and government program interaction.
Active or obtainable Secret or Top Secret clearance strongly preferred.
